CvU.NCIL COMMUNICATION TO: THE CITY COUNCIL FROM: THE CITY MANAGER'S OFFICE SUBJECT: REQUEST OF BAY AREA RAPID TRANSIT DISTRICT REGARDING SITING OF SUPERCONDUCTING SUPER COLLIDER PREPARED EY: City Manager RECOMMENDED ACTION: That the City Council review the request of the Bay Area Rapid Transit District regarding the siting of the Superconducting Super Collider. BACKGROUND INFORMATION: Attached are copies of two letters from the General Manager of the Bay Area Rapid Transit District concerning this topic. The first (Exhibit A) requests the City Council's support of BART's interest in extending mass transit to the site of the Superconducting Super Collider, and an expression of interest on the Council's part to share in certain costs. A copy of this letter dated July 15 was distributed to the City Council July 31, 1987. The cover memo read, in part, "A commitment to share in the cost of the preliminary study should be made only after we have more information than we have at this time." A second letter (Exhibit B) dated July 30 advises that BART's intention was not to seek any funding from the City of Lodi. It would appear then that all BART is requesting from the City' -Council at this time are any comments Councilmembers may choose to submit in regard to the proposed route extension. ` Respff Ily siubmi Thomas A. The City's share of the cost of a workshop would probably be minimal. A commitment to share in the cost of the preliminary study should be made only after we have more information than we have at this time. The Board took this action in response to the BARCLAY SIMPSON attached letter from Mr. William Baker, Chairman of the IST DISTRICT California SSC Executive Steering Committee, which asserts NELLO BIANCO that a mass transit connection between the San Francisco Bay 2ND DISTRICT Area and the proposed SSC sites would greatly enhance the ARTHUR J. TSIS competitiveness of California's SSC August 3rd proposal to the 3RD DiSTRICT 3RD DIS Department of Energy. MARGARET K PRYOR 4TH DISTRICT The Board also took the position that further ROBERT S. ALLEN investigation of such a guideway connection to the proposed 1 STH DISTRICT SSC site is not an endeavor which should be pursued by BART JOHN GLENN alone but is dependent upon expressions of interest from the 6TH DISTRICT Metropolitan Transportation Commission, the County Boards of WILEREDT USSERY Supervisors of San Joaquin, Solano, and Yolo Counties, and the TTH DISTRICT California SSC Executive Steering Committee; as well as a ARLO HALE SMITH willingness to co-sponsor and share the cost of an August 6TH DISTRICT follow-up workshop for examining both route and mode options JOHN H.KIRK4VOOD for such a connection and a subsequent preliminary route q p y 91H DISTRICT location and mode study to be conducted later this year in cooperation with the Mass Transit Division of the California Department of Transportation. In response to this effort by the BART Board to make California's SSC proposal one with a mass transit connection to a major urban area, we are requesting that you adopt a companion motion or resolution which also: Endorses the concept of a guideway connection to the site of the proposed Superconducting Super -Collider (SSC) project in either San Joaquin County or Solano and Yolo Counties in such manner that it supports BART's priority of 'building currently planned extensions within Contra Costa, Alameda, and San Francisco Counties; Expresses concurrence with BART's interest in further investigation of such a guideway connection to the proposed SSC site; and Indicates your willingness to co-sponsor and share the cost of a follow-up workshop to examine the route and mode options for such a guideway connection and a subsequent preliminary route location study to be conducted later this year. We would greatly appreciate your timely response to this request for an expression of interest, conceptual concurrence, and support for conducting a set of activities designed to explore and determine the feasibility of a guideway connection to the SSC project. We urge you to join BART in this effort to define a mass transit component which would enhance the competitiveness of California's SSC proposal to the Department of Energy which is expected to reduce the number of respondents to a short list of candidate states in December of this year and announce its recommendation of a preferred site in July of 1988, followed by a decision by President Reagan in January of 1989 to declare, hopefully, California the host state for the SSC project.
