Council was apprised that -
1982-83 TRANSPOR- The City's claim for the 1982-83 TBA funds includes all the

exhibit presented to Council. This action is not approving
Projects for construction. It just gives the city the
flexibility to use TBA funds on these projects if they are
included in the City of Lodi's 82-83 TIP. It also includes
$44,000 which will be used for the Dial -A -Ride system and
$11,068 as the City's contribution to the Transportation Planning
process.
The amount being claimed from TDA funds for the fiscal year
82-83 includes the city's 1982-83 approved area apportionment
($542,332), the 2% non -motorized apportionment
and the unclaimed 81-82 apportionment ($127,953).
In order to claim the 2% non -motorized apportionment, the Council
must find and include in the resolution that apportionment can
best be used for street and road projects which include the
installation of handicapped ramps, thereby meeting the intent
of non -motorized portion of the claim.
The TDA funds will be used in conjunction with other City funds
for the Transportation Improvement Program as well as the i
maintenance of our streets.

adopted Resolution No. 82-95 approving the City of Lodi's

RECOMMENDED ACTION: That the City Councii adopt a resolution approving the
C ty of Lodi's 198F-83 Transportation Development Act claim and authorizing
the City Manager to sign on behalf of the City.
BACKGROUND-t.Ni=Of3MATION: The City's claim for the 1982-83 TDA funds includes
all the projects wh c are being considered for construction during the next
fiscal year. Those projects are shown on the attached list. This action is
not approving projects for construction. it just gives us the flexibility to
use TDA funds on these projects if they are included in the City of Lodi's
82-83 TI::P, it also includes $44,000 which will be used for the Dial -A -Ride
system and -$1-1,068 as the City's contribution to the Transportation Planning
process.

RESOLUTION 82-95
RESOLUTION APPROVING THE CITY OF LODI 1982-83
TRANSPORTATION DEVELOP3ENT ACT CLAIM AND
AUTHORIZING THE CITY MANAGER TO EXECUTE
SAID DOCUMENT ON BEHALF OF THE CITY.
WHEREAS, in accordance with Chapter 1400, Statutes
of 1971 as amended and applicable rules and regulations, the
City of Lodi must annually submit a claim for transportation
money to be drawn from the local transportation fund.
NOMI, THEREFORE, BE IT RESOLVED by the City Council
of the City of Lodi as follows:
1. The City Manager is hereby authorized to file
the- City of Lodi's annual transportation claim
in the amount of $681,353.00 for fiscal year
1982-83 to be drawn from the local
transportation fund.
2. Authorizes the use of SB 325 funds on any and
all projects listed in Exhibit "A" attached
hereto and determines the non -motorized
apportionment could be used to better
advantage for transit and street and road
projects.

The City of Lodi is requesting STA funds in addition to the $44,000
shown for transit on the LTF clain to operate a transit system with-
in the City. The financial, operation and analytical information
requested in TPA -4 is included as part of the STA Claim.

Public Utilities Code shall accompany its claii- v:-ithe
1. FINANCIAL INVOI2i`!ATION
A. A statement of capital needs for the nc•xt enstiing five: -year
period together with a five-year financial plan, consistent
° with the Regional Transportation Plan and thce Transportation
Improvement Progran.
B. A proposed budget for the ensuing fisc;:l year, consistent
with the financial plan, evidencing projected revenue_, acid
expenditures and stating specifically its actual need for
financial assistance. Financial assistance is defined the
difference between expenditures anticipated to be made in
support of the transit service systen over revenues antici-
pated from all other sources. ihe• forma,. of the proposecl
budget shall be in accordance with the Uniform System of
Accounts and Reporting prescribed pursuant to Section 9`9243
of the Public Utilities Code. The proposed use of TDA funds
shall be specifically identified.
C. A statement identifying and substantiating the reason or need
for an increase in any operating buci;et Eine item in excess
of 15 percent above the preceding year; any substantial
increase or decrease in .cope of operations or capital budget
provisions for major new fixed facilities; or any increa e
whatever in executive, supervisory and other staff and
employee salaries, wages and bene:its over the Next preceding
and current fiscal year.
D. A statement of projected revenues and expenditures for the
current fiscal year, prepared by the chief financial officer
or a certified public accountant, specifically identifying
federal grants received during the year.
Statistics 'which indicate the operating costs and revenues
of transit service (exclusive of charter service) on a per
hour and per mile basis. The following definitions are to
be used in preparing these statistics:

D. A current map of the Stocktor. Metropolitan Transit District's
boundaries (applicable only to SMITD), if not previously
submitted.
3. ANALYTICAL INFOW-1ATION
A. Actual and estimated vehicle miles (including non -revenue
miles) for the previous, current and ensuing fiscal years
in total and by route and additionally by category of service
as regular, special, school or charter, together with a
description of the records and procedures used in those
computations.
B. Estimated numbers of passengers for the total system for the
previous and current fiscal years and, if data is available,
the estimated numbers of passengers categorized by fare
charges, including if applicable, regular adult, school or
fare free passengers.
C. If data is; available, the estimated numbers of passengers
carried and total fare revenue and transfers collected on
each route for a typic, Saturdiiy in Sun ity. If
such is not available, the most recent counts of passengers
at the maximum load points.
