SUBJECT November 6, 1984 Consolidated Municipal Election
On Maly 31, 1984, the Board of Supervisors of the County of San Joaquin
adapted Resolution No. R-84-883 authorizing the consolidation of ti-jo
measures by the City of Lodi with the General Election to be held on
November 6, 1984.
Based on conversations with the County Clerk, we are rccluestng ars
appropriation of $5,650.00 to cover the anticipated costs of this
consolidated election.
Reccxrrynded Action:
Bymotion action, approve appropriation of $5,650.00 to cover anticipated
cost of November 6, 1984 Consolidated General Municipal Election.

The County Clerk has verbally quoted a cost estimate of approximately
$100.00 per precinct for the City of Lodi's portion for this election.
Although I have made several requests to receive this quote in
writing, that document has not been received.
You will recall that San Joaquin County no longer has the bilingual
language requirements, it once did under federal law, which is also a
cost savings.

RESOLUTION CALLING FOR A SPECIAL. ELECTIp11 �
CITY OF LODI TO BE CONSOLIDATED WITH THE GENERAL ItECTION
TO BE HELD ON NOVEMBER :. 1984.

WHEREAS. the City Council of the City of Lodi has adopted
Resolution No. 84-098 on July S. 1984. declaring its intention to put
two measures before the voters of the City of Lodi. and requesting the
City's intention to consolidate with the General Electron to be held on
November 6. 1984; and.
NOW. THEREFORE, BE IT RESOLVED that this Board of Supervisors
Cdoes authorize said measures to be consolidated with the General Election
to br held !•n Tuesday. November 6. 1984. and does authorize tht County
Clerk to include in the ballot the following measures:
a) Shall the Land Use Element of the Lo i General Plan
be amended to iAclude Sunwest IV. a proposed 52.6
acre project C0Ataining 103 single-family lots. a
7.8 acre parte, for cluster homes a^d a 4.6 acre
parcel for cluster homes or a church sit*. The
project is bounded by Sunwest. Unit No.3 on the
north; the Woodbridge Irrigation District Canal'
on the east: a line one -Quarter mile north of
West Kettleman Lane (Stat* Route 12) on t6i snuth.

and Lower Sacramento Road on the west?
b) Shali the Land Use Element of the Lodi General Plan
be amended to include the Batch property. a proposed
100 acre project Containing 325 sing le•faatily lots
a 7.0 acre parcel for cluster homes or an elementary

senior citizen housing. The project is bounded by
Lodi Park West Subdivision on the north; Lower
Sacramento Road on the east; and the Woodbridge
( Irrigation District Canal on the south and west?

BE IT RESOLVED BY TM CITY COUNCM CF THE CITY OF LODI that the City
Council, pursuant to Section 4017 of the Elections Code of the State of California
does hereby submit to the voters of the City of Lodi, California, the following
measures to be voted on at the State wide election to be held Tuesday, November
6, 1984:
a) Shall the Land Use Element of the Lodi General Plan
be amended to include Stuiwest IV, a proposed 52.6
acre project containing 103 single-family lots, a
7.8 acre parcel for cluster inmes and a 4.6 acre
parcel for cluster hones or a church site. The
project is bounded by Sunwest, Unit No.3 on the
north; the Woodbridge Irrigation District Canal
on the east; a line one -darter mile north of
West Kettleman bane (State Route 12) on the south,
and Lower Sacramento Road on the west?
b) Shall the Land Use Elect of the Lodi General Plan
be amended to include the Batch property, a proposed
100 acre project containing 325 single-family lots,
a 7.0 acre parcel for cluster hones or an elementary
school site,and a 9.4 acre site for cluster hones or
senior citizen housing. The project is bounded by

Irrigation District Canal on the south and west?
The approval of this measure will require that the Mills Property,
a 20 acre parcel at the northeast corner of Lodi Avenue and Lower Sacramento Road,
be add%A to the General Plan as tc7w Density Residential.
BE IT FtMTH R RESOLVED that the City Council of the City of Lodi
pursuant to Section 23301.5 et seq of the Elections Code of the State of California
does hereby request consolidation with the County of San Joaquin for the November
6, 1984 State wide election for the purpose of placing the heretofore listed two
measures on the ballot to be voted upon by the voters of the City of Lodi.
BE IT FUMHER RESOLVED that the City Clerk of the City of Lodi is
hereby directed to file with the San Joaquin County Board of Supervisors and the
San Joaquin County Clerk a certified copy of this resolution requesting consolidation
at least 88 days prior to the date of the election as specified by State statute.

NOTICE CF Notice is hereby given that the City Council of the
ELBCTIC4 City of Lodi pursuant to Section 4017 of the Elections
Code of the State of California does hereby submit to
the voters of the City of Lodi, California. the
following measures to be voted on at a Consolidated
Election to be held Tuesday, November 6, 1984.
The polls will be open between the hours of 7:00 a.m.
and 8:00 p.m.

Arguments for and against the measures are to be
submitted to the City Clerk on or before 5:00 p.m.,
August 28, 1984.
The legislative body, or any mender or members of the
legislative body authorized by that body, or uW
individual voter or bona fide association of citizens,
or any eaTbination of voters and associations, may file
a written argmmt for or against mTt city measure. No
argument shall exceed 300 words in length.

A ballot argument shall not be accepted unless
acccnpanied by the name or names of the parson or
persons submitting it, or if submitted on behalf of an
organization, the name of the organization and the name
of at least one of its principal officers.
No more than five signatures shall appear with any
argument submitted. In case any argument is signed by
more than five persons, the signatures of the first
five will be printed.
