HomeMy WebLinkAboutAgenda Report - August 7, 2013 I-01AGENDA ITEM �0' CITY OF LODI COUNCIL COMMUNICATION • TM AGENDA TITLE: Consider Appointment of City Council Member to San Joaquin County Local Agency Formation Commission (LAFCO) MEETING DATE: August 7, 2013 PREPARED BY: City Clerk RECOMMENDED ACTION: Consider appointment of City Council Member to San Joaquin County Local Agency Formation Commission (LAFCO). BACKGROUND INFORMATION: This item is being brought before Council for consideration in light of the upcoming City Selection Committee meeting scheduled for August 15, 2013. At that meeting, a Lodi City Council representative will need to be identified to serve on the Commission for a four-year term. As you may be aware, LAFCO is responsible for coordinating changes in local governmental boundaries, including: annexations and detachments of territory; incorporations of cities; formations of special districts; and consolidations, mergers, and dissolutions of districts. The Commission is also charged with developing and updating spheres of influence for each city and special district within the county. The Commission consists of five members — two members from the Board of Supervisors, two members from cities and one public member. City Commission Members are rotated on and off the Commission every four years. Lodi will begin serving as an alternate in 2013 to 2014 and serve its permanent four- year term from 2015 -2019. The Commission generally meets on the third Friday of each month at 10:00 a.m. in the Board of Supervisors Chambers in downtown Stockton. It is recommended that the City Council consider and make an appointment of a single Council Member to serve on the LAFCO Commission. An alternate is not recommended because LAFCO has an internal process for alternates from other cities. FISCAL IMPACT: Not Applicable. FUNDING AVAILABLE: Not Applicable.
