NO. 86-115 Council adopted Resolution No. 86-115 establishing the following: OC -48(e) a) Established a "No Parking" zone on the east side of West lower Sacramento frontage road fxcn Park West Drive to 700 feet S/Park West Drive, and on the west side of East lower Sacramento frontage road from 400 feet N/7ejon Street to Tejon Street and from Yosemite Drive to Oxford Way. b) Established a "No Parking" zone on the west side of Hutchins Street frontage road from 250 feet N/Mendocino Drive to 1000 feet S/Mendocino Drive and 30 feet on the east side from 820 feet S/Mendocino Drive to 850 feet S/Mendocino Drive. c) Authorized the Public Works Director to establish "No Parking" zones on future extensions of frontage roads designed similar to those listed above. d) Established a "No Parking" zone on the north side of Turner Road, E/lower Sacramento Road (S) to Lower Sacramento Road (N), and on the south side of Turner Road fzxn 260 feet W/Lower Sacramento Road (N) to Lower Sacramento Road (N) , and 55 feet E/exi.sti.ng "No Parking" zone located on east of the General Mills Driveway. �' 4 � 4 r ) �t•��u,PUBLIC WORKS CITY OF LODI TO: City Council FROM: DATE: SUBJECT: City Manager COUNCIL COMMUNICATION July 30, 1986 No Parking Zones on Lower Sacramento Road and Hutchins Street Frontage Roads, and Turner Road E/Woodhaven Lane RECOMMENDED ACTION: That the City Council establish the following No Parking zones: Item A: On the east side of West Lower Sacramento frontage road from Park West Drive to 700 feet S/Park West Drive, and on the west side of East Lower Sacramento frontage road from 400 feet N/Tejon Street to Tejon Street and from Yosemite Drive to Oxford Way. Item B: On the west side of Hutchins Street frontage road from 250 feet N/Mendocino Drive to 1000 feet S/Mendocino Drive, and 30 feet on the east side from 820 feet S/Mendocino Drive to 850 feet S/Mendocino Drivc. Item C: In addition, it is recommended that the City Council authorize the Public Works Director to establish "no parking" zones on future extensions of frontage roads designed similar to the ones above. Item D: On the north side of Turner Road, E/Lower Sacramento Road (S) to Lower Sacramento Road (N), and on the south side of Turner Road from 260 feet W/Lower Sacramento Road (N) to Lower Sacramento Road (N), and 55 feet E/existing No Parking zone located E/the General Mills Driveway. QArvrDntimn TmrnOUATTnM. Items A & B: The Specific Plans for the Lower Sacramento Road and Hutchins Street frontage roads show a 13 -foot lane (without parking) adjacent to the median. Police Department is unable to enforce vehicles parked along the median unless the area is posted as a No Parking zone. For this reason, Public Works staff recommends installing No Parking zones as shown in Exhibit A. The Lower Sacramento Road frontage road S/Oxford Way has recently been recommended for abandonment and therefore No Parking signs were not recommended at this time. APPROVED: ---- FILE NO. THOMAS A_ PETERSON, City Manager 59 The 30 feet of No Parking on the east side of the Hutchins Street frontage road is located opposite the temporary entrance off Hutchins Street. Vehicles parked in this -location make it difficult for traffic turning southbound onto the frontage road. This No Parking zone will be eliminated when the frontage road is extended south and the temporary entrance is closed. Item C: The recommendation in Item C will allow the Public Works Director to install No Parking signs as the frontage roads are extended (i.e., Park West north of Park West Drive). Since the frontage roads have been designed for parking on one side only and adopted by the City Council as a Specific Pian, it seems appropriate to give the Public Works Director this authority. Item D: Turner Road, Lower Sacramento Road (S) - Woodhaven Lane to Lower Sacramento Road (N) is scheduled to be repaved in August 1986. The No Parking zones are recommended to accomodate the new striping pian as own in Exhibit B. Kick .
