NO. 86-124 Council was reminded that at its last regular meeting the City Council heard a presentation by a resident in the area CC -48(l) of PCP camery regarding permit parking. His concern was that he has no off-street parking at his residence. There are two or three other parcels in the subject area burdened with this unique situation. He is entitled to a permit for his vehicle and has obtained one, however, visitors to his hams most park in the street and in so doing without a permit are subject to receiving a citation. In fact, a citation was issued to a visitor to his home earlier this month. City Manager Peterson imlicated that it is the staff's recommendation that the City Council approve an amerxb.a,t to the- permit parking program in that vicinity to provide for visitor parking only for those few parcels where no off-street parking exists. Following discussion with questions being ,directed to Staff, Council, on motion of Council Menber Snider, Hindimn second, adopted Resolution No. 86-124 approving an amendment to the permit parking program in the vicinity of the PCP cannery to provide for visitor parking. However, visitors to his home (i.e. his sons, a laundry k&K lady, etc.) must park in the street and in so doing without a permit are t subject to receiving a citation. In fact, . a : citation was issued -to a _,_...., visitor to his home earlier this month. The Finance Director and I have discussed this matter. It is the staff reooamendation that the City Council approve an ammxtmnt to the permit parking program in that vicinity to provide for visitor parking only for those few parcels where no off-street parking exists. These residents would be so advised and invited to cane to City hall to obtain two such permits per parcel. Two permits per parcel seems an appropriate number since most driveways in the area can accommodate two visitor cars. A copy of a draft of the permit itself is attached as Exhibit A.
