APPROM Council was informed that Northern California Systems, Inc.
f offers a custom c niputer software package to speed up the
CC -20 building permit application process and reduce the flow
OC -47 of paperwork. The data base is desianed around the county
assessor's parcel number.
The Management Information System (MIS) Committee was given
an overview of the entire system and unanimously approved
the project. The City's Chief Building Inspector has
reviewed several other data processing software packages
and felt this package was a custom designed system and
would be of the greatest benefit to the City of Lodi.
Council approved the Software Contract with Northern
California Systems, Inc. for a Building Division Data
Processing Management SysLem and authorized the City
Manager and City Clerk to execute the subject Contract on
behalf of the City.

SUBJECT.- Software Contract - Building Division Data Processing
Management System.
Northern California -Systems, Inc. (NCS) offers a custom computer
software package to speed up the building permit application
process and reduce the flow of paperwork. The data base is
designed around the county assessor's parcel number. All the
related data affecting the parcel, such as owner's name, address,
subdivision name, lot number, etc. is cross-referenced. The data
base will accept up to 99 different items and will allow an
operator access to inquire, enter data, or print any or all of the
data relating to each parcel. All permit fees will be calculated
and, therefore, eliminate errors. Building permits can be tracked
by using a data processing terminal in the building division.
Other city departments can make inquiries into the file.

was a custom designed system and would be of the greatest benefit
to the City of Lodi. The City of Red Bluff has the system
installed and is very pleased with it, and the City of Galt is
in the process of having the system installed at the present time.
The amount of $7,600 needed for this contract has been budgeted in
the 1986-87 Community Development Department budget.
Request is hereby made to authorize the City Manager to sign the
contract attached hereto as Exhibit "A".
