THE CITY MANAGER'S OFFICE UgUSt 5, 1987 SUBJECT: APPROVAL OF AGREEMENT BETWEEN THE CITY OF LODI AND THE COUNTY OF SAN JOAQUIN AUTHORIZING THE SAN JOAQUIN COUNTY REGISTRAR OF VOTERS TO PROVIDE CERTAIN SERVICES, FACILITIES, AND EQUIPMENT FOR THT_ NOVEMBER 3, 1987 SPECIAL ERECTION TO BE HELD IN THE CITY OF LODI AND AUTHORIZING THE MAYOR AND CITY CLERK T: EXECUTE THE AGREEMENT. At -;.he regular council meeting of July 1, 1987, Council adoptedResolutiontoo. 87-81 authorizing the placing of ten measures on the ballot for the November 3, 1987 elaction. Further, Council adopted Resolution No. 87-82 requesting consolidation with the County of San Joaquin for this election. Attached is a copy of an agreement between the City of Lodi and the County of San Joaquin authorizing the San Joaquin County Registrar of Voters to provide certain services, facilities and equipment for the November 3, 1987 Special -Election to be held in the City of Lodi. The cost of these services is estimated at approximately $26,438.00 RECOMMENDED ACTION: That Council adopt the attached Resolution marked Exhibit "B" approving the Agreement between the City of Lodi and the County of San Joaquin Authorizing the San Joaquin County Registrar of Voters to provide certain services, facilities, and equipment for the November 3, 1987 Special Election to be held in the City of Lodi and authorizing the Mayor and City - Clerk to execute the Agreement. Bf. IT FURTHER RESOLVED, that the City Council of the City of Lodi does hereby authorize the Mayor and City Clerk to execute the subject Agreement on behalf of the City. RE MCHE City clerk 87-101 A G R E E M E N T THIS AGREEMENT, made this 5th day of August , 1987, between the County of San Joaquin, a political subdivision of the: State of California, hereinafter called "COUNTY" and the City of Lodi, a municipal corporation hereinafter called "CITY". W I T N E S S E T H WHEREAS, the City desires to hold a special election to be held on the 3rd of November, 1987, and the City desires to make use of certain services, facilities, and equipment of the Office of the Registrar of Voters and to pay the County for its cost thereof, pursuant to the provisions of this agreement; NOW, THEREFORE, it is hereby agreed as follows: 1. The County shall consolidate this election with any other entity holding an election on this date. 2. The County agrees to make no changes in precinct boundaries within (90) days of the election. 3. The County agrees that the office of the Registrar of Voters shall do the following things for the City: (a) Furnish one map showing all precincts embraced in whole or part of the City of Lodi. 3 (b) Shall order all supplies as needed for said election. 1 (c) Prepare precinct consolidat-ions, secure election officers and polling places, and mail the Notice of Appointment to each election officer. (d) Provide for delivery and return of all equipment and supplies used in said election. (e) Prepare all election materials, supplies and equipment as needed for said election. (f) Prepare indexes and rosters to precinct consolidations. Provide the City Clerk with. as many copies as requested. (g) The City agrees to pay their proportion of the costs of publication of election officers and polling places. (h) Address and mail voters pamphlet containing sample ballot, absentee voter information and any other election materials required to be mailed to the voters. (i) The Board of Supervisors is authorized to canvass the returns of the election pursuant to Section 23306 of the Elections Code. (j) Prepare list of number of registered voters in each precinct. (k) Perform such other duties and servicer; as may be required. 4. The City agrees to pay the County its proportioned costs for all services, facilities, and equipment furnished by the County to the City in connection with said election which is estimated to be approximately $26,438.00.
