CONFERENCE Council, on motion of Council Member Reid, Snider secone.,
designated Mayor Evelyn Olson as the Voting Delegate and
CC -7(i) Mayor Fro Tempore John R. (Randy) Snider as the Voting
Alternate for the League of California Cities Annual
Conference, October 4 - 7, 1987, which will be held in San
Francisco.

DESIGNATE VOTING DELEGATE AND VOTING ALTERNATE FOR THE LEAGUE OF CALIFORNIA
CITIES ANNUAL CONFERENCE - OCTOBER 4-7, 1987, SAN FRANCISCO
RECOMMENDED ACTION: That the Council, by motion action, designate a voting
delegate and voting alternate to represent the City of Lodi at the League
Annual Conference Business Session.
This year's League of California Cities Annual Conference is scheduled for
October 4-7, 1987 in San Francisco,
The most fi,?ortant aspect of the Annual Conference is the General Business
Session at which time the membership takes action on conference resolutions.
It is important for California cities to take the initiative in de-teloping
positive programs for the future. Annual conference resolutions will guide
cities and the League in efforts to improve the quality, responsiveness, and
vitality of local government within this state.
To expedite the conduct of business at this most important policy making
meeting, each City Council should designate a voting representative and an
alternate who will be present at the business session.

Dear City Official:
This year's League Annual Conference is scheduled for October 4-7 in San Francisco.
The nost important aspect of the Annual Conference is the General Business Session at
which time the membership takes action on conference resolutions. It is iu4)ortant for
California cities to take the initiative in developing positive programs for the
future. Annual Conference resolutions will guide cities and the League in our efforts
to improve the quality, responsiveness and vitality of local government within this
state. All cities should be represented at the Business Session on Tuesday afternoon,
October 6, at 2:00 p.m. in San Francisco's Moscone Center.
To expedite the conduct of business at this important policy-making meeting, each Cit

at the Business Session. The League Constitution provides that each city is entitled
to one vote in matters affecting municipal or League policy. A voting card will be
given to the city official designated by the City Council on the enclosed "voting
delegate form." If the Mayor or a member of the City Council is in attendance at the
Conference, it is expected that one of these officials will be designated as the voting
delegate. However, if the City Council will not have a registered delegate at the
Conference but will be represented by other city officials, one of these officials
should be designated the voting delegate or alternate.
Please forward the enclosed "voting delegate form" to the Sacramento office of the
League at the earli-st possible time, so that the proper records may be established for
the Conference. Ire voting delegate may pick up the city's voting card in the League
Registration Area at the MDsoone Center in San Francisco.
If neither the voting delegate nor alternate is able to attend the Business Session,
the voting delegate or alternatt- may pass the voting card to another official from the
same city by appearing_ in person before a representative of the Credentials Committee
to make the exchange.
An outline of the voting procedures that will be followed at this conference is printed
on the reverse side of this memo. It is suggested that the Mayor and all Council
Members from a given city try to sit together at 'he Business Session so that, if
amendments are considered, there may be an opportunity to exchange points of view and
arrive at a consensus before the city's vote is cast.

Annual Conference Voting Procedures
1. Each member city with city officials registered at the Annual Conference has a
righ_ to cast one vote on :natters pertaining to League policy.
2. To cast the city's vote a city official must have in his or her possession the
city's voting card and be registered with the Credentials Committee.
3. Prior to the Annual Conference, each city should designate a voting delegate and an
alternate and return the Voting Delegate Form to the League for use by the
Credentials CLvoittee.
4. The voting delegate or alternate may pick up the city's voting card at the voting
delegate's desk in the conference registration area.
S. Free exchang•: of the voting card between the voting delegate and alternate is
permitted.
6. If neither the voting delegate nor alternate is able to attend the Business
Session, the voting delegate or alternate may pass the voting card to another
official from the same city by appearing in person before a representative of the
Credentials Committee to make the exchange.
7. Qualification of an initiative resolution is judged in part by the validity of
signatures. Coly the signatures of city officials who, according to the records of
the Credentials Committee, are authorized to use the city's voting card and who
have left a sample of their signatures on the Credentials Committee's register will
be approved.
8. In case of dispute, the Credentials Committee will determine the right of a city
official to vote at the Business Session.
