COUNCIL COMMUNICATION
SUBJECT: Amendment of East Lockeford Street Specific Plan
700 feet West of Cluff to Cluff
In March of 1972, the City Council adopted the Specific Plan for Lockeford
Street, Cherokee Lane to Myrtle. The adopted Specific Plan shows an ultimate
64' right-of-way with a 4 -foot dedication in the future of the north side of
Lockeford Street from Beckman Road to Cluff Avenue.
As part of the Cluff Avenue Assessment District work, it was necessary to relo-
cate P.G.&E. facilities out of the intersection and it was our intent to have
the utility company relocate these in the future 4 -foot right-of-way addition
on the north side. We asked the Claude Woods Company, who owns the northwest
corner of Cluff and Lockeford Street, to dedica ut this future 4 -foot of widening
as a public utility easement in order that the P.G.&E. facility could be relo-
cated. Since the Claude Woods Company now owns both the north and south side
of Lockeford between Beckman Road and Cluff Avenue, they requested the City to
consider realigning Lockeford Street at Cluff in order that the 4 feet is taken
off of the south side of Lockeford Street rather than the north side. The p ro-
perty that they own on the south side now varies from approximateiy 80 feet at
Beckman Road to 15 feet at Cluff Avenue. Since the 15 feet dimension at Chuff
Avenue is undevelopable anyway, they requested that the 4 feet be taken off of
the south side thereby allowing better utilization of their property on the
north side of Lockeford. Exhibit A shows the proposed realignment of the ulti-
mate right-of-way on Lockeford Street at Chuff Avenue.
The Planning Commission at their meeting of June 28, 1982, recommended to the
City Council that this proposed amendment be made. The Staff feels that this
modification is an improvement to the existing Specific Plan and would recom—
mend the Council to approve this amendment.
