PROPOSAL OF Council Rember Snider introduced the subject regarding the
ASSEMBLYMAN STER- question being raised by Assemblyman Larry Stirling about
LING RE STATE moving the deadline by which the State must adopt its
BUDGET own budget. Following Council discussion, City Manager
Glaves agreed to ca?; the League of California Cities to
receive additional information concerning the subject.

Dear Councilmembers:
I an currently examining alternative proposals to amend
Article IV, Section 12 (c) of the State Constitution, which
stipulates that the Legislature must finalize the budget by June
15 of each year. The problem with the current law is that cities
and counties which are dependent upon State aid for providing
basic community services, must finali=a their own budget before
they know how much money they are slated to receive from the
Sate. The confusion and uncertainty stemming from this situation
could be alleviated by having the Legislature finalize the State
budget before the city and county governments are required to do
So.
I would appreciate any assistance you might be able to
provide regarding such a change in budget proceedings. Specifi-
cally, I would appreciate knowing the date by which you would like
to see the State budget finished, including your reasons for that
specific dates the positive and negative aspects associated with
current law; the expected fiscal impact of the proposed changes
the ways in which the new proposal might alleviate old problems;
the ways in which it might create raw problems, particularly in
the transition year.
I am withholding judgment on any specific proposal until I
receive recommendations from the affected parties. I would
greatly appreciate any additional suggestions you have to offer.
