REMOVAL delay studies regard ,g the intersections of School and Oak,
SCHOOL/0K and School and Wallut, which studies were conducted in
\ SCHOOL/WALNLTI' February 1983 while they were controlled by traffic signals,
and again in July, 1983 while they were controlled by 4 -way
RES. NO. 83-84 stops, Council, on motion of Council Meriber Pinkerton,
Murphy second, adopted Resolution No. 83-84 approving
removing traffic signals at School and Oak and at School and
Walnut.

SUBJECT: Control - School and Oak, School and Walnut
RECOMMENDED ACTION: That the flashing red lights be removed from the intersections
of School Street and Walnut Street and School Street and Oak Street.
BACKGROUND iNFORMATION: Inters--ction delay studies were conducted at the two
intersections in February, 1983 while they were controlled by traffic signals,
and again in July, 1983 whin they were controlled by 4 -way stops.
The result of the study at School Street and Walnu:: Street showed that vehicles
entering the intersection were delayed an average of 10.0 seconds while
controlled by signals and 7.) seconds while controlled by 4 -way stops. At
School Street and Oak Street, vehicles were delayed an average of 7.9 seconds
while controlled by signals and 7.6 seconds while controlled by 4 -way stops.
Approximately 7500 vehicles daily enter the intersection of School and Walnut
and 6500 daily of School and Oak. The 4 -way stops were installed on March 3,
1983. There have been no reported accidents at either intersection since the
4 -way stops were installed.
Previous studies at the intersection indicated that warrants for signals were
not met at either intersections. It appears that 4 -way stops adequately
control the traveling �rhile providing the least delay. We are therefore recom-
mending the removal of the signals.
