HomeMy WebLinkAboutAgenda Report - July 24, 1985REQUEST FOR 4 -MY STOP SIGNS ELI AND SACRAMF.MO STREET Council was reminded that the City had received a petition from a number of businessmen near the intersection of Sacramento and Elm Streets requesting the installation of a 4 -way stop at that location. The Public Works Department has taken traffic counts, checked the accident records and generally reviewed the problems and solutions at the intersections of both School and Sacramento with Elm since they are almost identical. Staff reported that in checking the warrants for 4 -way stops at these two intersections, it was determined that there were only two accidents per year at each intersection subject to correction by 4 -way stops. Five are required. It was also determined that the traffic volumes just barely meet the warrants for 4 -way stops. Further information which was developed was reviewed by Staff. Staff concluded the -.r report by advising that it would appear that the two best alternatives at this time are to either leave the signing the way it is or to convert both intersections to 4 -way stops. It w,s Staff's recommendation to install 4 -way stops at both intersections. This recommendation is based on treating the downtown improvement district as one large parking lot. A lengthy discussion followed with questions being directed to Staff. Mayor Hinchman then moved for adoption of Resolution No. 85-95 establishing 4 -way stops at School and Elm, and at Sacramento and Elm. The motion was seconded by Mayor Pro Tempore Reid. The motion failed to carry the following vote: Ayes: Council Members - Reid and Hinchman (Mayor) Noes: Council Members - Olson, Pinkerton, and Snider Absent: Council Members - None LODZ PUBLIC WORKS DEPARTMENT CC0=UNC1LC0MM=UNICAT10N TO: City Council FROM: City Manager - DATE: July 12, 1985 SUBJECT: 4 -Way Stops at School and Elm., and at Sacramento and Elm RECOMMENDED ACTION: That the City Council adopt a resolution establishing 4 -way stops at School and Elm, and at Sacramento and Elm. BACKGROUND INFORMATION: The City received a petition from a number of business men near the intersection of Sacramento and Elm Streets requesting the installation of a 4 -way stop at that location, copy enclosed as Exhibit A. The Public Works Department has taken traffic counts, checked the accident .' records and generally reviewed the problems and solutions at intersections of both School and Sacrar� ato with Elm since they are almost identical. In checking the warrants for 4 -way stops at these two intersections, it was determined that there were .only two accidents per year at each intersection subject to correction by 4 -way stops. Five are required. It was also determined that the traffic volumes meet, just barely, the warrants for 4 -way stops (See Exhibit B). Further discussion and investigation led the department to consider all of the streets in.the area and their use. A map was developed showing the streets in the downtown area and the traffic controls; yield signs; 2 -way and 4 -way stops,. traffic` signals. See Exhibit C. In reviewing the downtown area it appears that. Lodi Avenue and Lockeford, should be used for cross-town traffic, east -west, and Church and Stockton should be used for cross-town traffic, north -south. These four streets would then leave the downtown area free of through °traffic and tend to eliminate vehicles which have no reason for impacting the downtown area. Pine and Elm.'would then be used to bring traffic into the central business district from east and west of town, but would not be used for major cross-town movement. The remaining streets, School, Sacramento, Walnut, Oak and Locust should be used primarily for access to the various bus.inesses and as a "parking lot". With this in mind it appears that it may be ,beneficial to provide 4 -way stops at the two intersections in question. Sacramento Street, with its present signing, is one of the better ways to get north and. south through downtown from one industrial area to another. The major: problem at the intersection of Sacramento and Elm is a sight distance problem" - created .by delivery traffic and semi-commercial/industrial use'. One alternative is to eliminate the angle parking on Sacramento Street immediately north and south of the intersection to increase visibility. While it appears APPROVED: ,p FILE N0. =q THUMAS A. People realize it is a dangerous intersection and drive carefully. r-, It would appear that the two best alternatives at this time are to either.leave s the-signing the way it is or to convert both intersections to 4-way stops.
