Council was apprised that, during the cannery season,
the intensity of parking and -Lhe narrowness of streets
in the cannery area are causing a traffic -flow problem.
All proposed one-way streets are 28' wide (curb to
curb) . This width allows for only one travel lane if
cars are parked on both sides of the street (8' parking
- 12' travel lane - 8' parking).
Washington Street is proposed to be one-way to the nox-th
in order that it will empty into Tokay Street which is a
standard two-way residential street and is considerably
wider than Vine Street.
The direction of the one-way couplets at Redwood and
Maple and at Vine and Watson conform to standard
guidelines for one-way couplets.
It was pointed out that the Fire Chief has expressed a
concern regarding the added response time should this
proposal be implemented.
Additional information was provided by Public Works
Director Ronsko who presented diagrams of the subject
area for Council's perusal.
City Clerk Rei-nche presented the following pieces of
correspondence which had beep regarding the matter:

g) A petition bearing 50 signatures reading, "We, the
undersigned residents of the proposed one-way street
system, in the cannery area: do protest the proposed
plan" was presented to Council.
The following persons were in the audience and spoke in
opposition to the proposal.
a) Mrs. Elsa Schnaible, 728 S. Washington Street, Lodi
b) Ms. Inez Villa, 817 S. Washington, Lodi, speaking on
behalf of a family member.
c) Ms. Barbara Miller, 323 E. Vine Street, Lodi
d) Mrs. Alice Hagele, 336 E. Fine Street, Lodi
e) Pastor Loren G. Stacy, Church of God, Seventh Day,
245 E. Vine Street, Lodi
f) Mr. Keith Nienhuis, 211 East Vine Street, Lodi
There being no other persons in the audience wishing to
speak on the matter the public portion of the hearing
was closed.
A lengthy discussion followed with questions being
directed to Staff and to persons in the audience who had
given testimony.
On motion of Council Member Snider, Reid seccnd, Council
voted in opposition of the proposed one-way street
system in the area of Pacific Coast Producers Cannery.
Further, Staff was directed to study a proposal to look
into permit parking in the subject area, 3 -hour parking
limit in the area and any other possible viable
solutions to the on-going traffic and parking problems
in the area.

SUBJECT: Public Hearing for Proposed One -Way Street System in Cannery Area
RECOMMENDED ACTION: That the City Council take the appropriate action on the
one-way street concept after holding the public hearing.
BACKGROUND INFORMATION: This public hearing was set to hear comments from the
public regarding the proposed one-way street system in the cannery area east of
Stockton Street.
During the cannery season, the intensity of parking and the narrowness of streets
in the cannery area causes a traffic -flow problem. All proposed one-way streets
are 28' wide (curb to curb). This width allows for only one travel lane if cars
are parked on both sides of the street (8' parking - 12' travel lane -'8' parking).
See Exhibit A for map of the proposed one-way concept.
Washington is proposed to be one-way to the north in order that it will empty into
Tokay Street which is a standard two-way residential street and is considerably
wider than Vine Street.
The direction of the one-way couplets at Redwood and Maple and at Vine and Watson

On June 6 a letter transmitting the copy of the proposed one-way street system
was sent to emergency services and other affected properties for comments. We
have received comments from.only two outside parties which supported the proposal.
The Fire Chief does have a concern about added response time. He has stated his
concerns in a memo attached as Exhibit B.
We have also attached a copy of a door hanger (Exhibt C) that was distributed to
all residents/tenants in the area on Friday, July 12.

STREET SYSTEM IN THE CANNERY AREA
_NOTICE IS HEREBY GIVEN that on Wednesday, July 24, 1985 at the
hour of 7:30 p.m., or as soon thereafter as the matter may be heard,
the Lodi City Council will conduct a public hearing in the Council
Chambers, City Hall, 221 West Pine Street, Lodi, California, to
consider the proposed one-way street syst--m in the cannery area.
This public hearing was originally set for July 10, 1985 but has
been rescheduled for July 24, 1985.
The proposed plan is a map on file in the Public Works office at
City Hall, 221 West Pine Street, Lodi, and can be viewed during
regular business hours (Monday through Friday, 8:00 a.m. - 5:00 p.m.)
If you are intrested in further information, please contact the
Public Works Department at City Hall, 221 West Pine Street, or call
(209) 333-6706.
All interested persons are invited to present their views on
this matter. Written stateir—ents may be filed with the City Clerk at
any time prior to the hearing scheduled herein and oral statements
