NEWS RELEASE: 15 ResicUQf4p ointed to County Arts Council
At'a recent meeting e'er a 'Joquin County Board of Supervisors
fifteen individuals WWK&OUGArom among 27 applicants for
appointment to the newl ounty Arts Council.
The Board of Supervisors was impressed with both the number of
applicants for the council and with the qualifications and
expertise of the candidates.
Appointments to the Arts Council are by Supervisorial District and
the applicants must meet three of the four criteria listed below
in order to be eligible:
1. Be a practicing artist in one or more of the recognized
art forms,
2. Have knowledge about one or more of the art forms, _
3. Must have demonstrated involvement in the community, and
4. Possess some particular expertise that is appropriate to;
furthering the Arts Council..
District 1 (Supervisor Yoshikawa)
Rodolfo Garcia (Stockton) -artist. and S..U.S.D. Instructor.
Tommie Ware (Stockton) -Assistant Administrator in U.O.P.'s
Community Involvement Program and Instructor of Black )'
Theater at S.J. Delta College.
Nellie Zavala (Lathrop) -A Quality Controller for a local r
firm and community leader.
District 2 (Supervisor Wilhoit) £
Ruth Blank Best (Stockton) -Marketing Director for Big Valley
Cablevision.
Keith Dennison (Stockton) -Director of Haggin Museum.
District 3 (Supervisor Alva)
Robyn Lambie (Stockton) -musician.
Jack Ray (Stockton) -Youth Authority employee and active leaden
in a community singing group.
District 4 (Supervisor Barber)
Naomi Carey (Lodi) -accountant and writer.
Mariquita O'Neill (Morada area) -English teacher and active
member in drama circles.
Lucinda Reinold (Lodi) -Art History Professor.
Ruth Surdez (Woodbridge) -sculptor.

District 5. (Supervisor Costa)
Mary Albertsen (Ripon) -community leader and active supporter
of the arts.
Eric Potter (Tracy) -businessman, gallery owner.
Annette Van Laar (Escalon)-community leader with art, music,
and dance background.
Judy Wentworth (Manteca) -teacher and community leader.
These individuals will serve staggered 4 year terms of office without
salary or benefits. The mission of the Arts Council is to promote
and encourage participation and public awareness in the fine and
performing arts throughout San Joaquin County. The Arts Council
will serve as a planning and programming agency for county -wide
activities (such as touring performances, speakers and exhibitions)
as well as; a fundraising and granting agency for the dissemination
of funds to arts organizations throughout the county. The Arts
Council will also serve as an advisory group to the Board of
Supervisors on matters pertaining to the arts.
The formation of the San Joaquin County Arts Council developed from
recommendations included in the extensive 1981 study of the arts in

for the Stockton Arts Commission under the auspices of a $12,000
Bloc Grant awarded to the County by the California Arts Council.
The stud% revealed that the level of artistic and cultural activity
in the area is quite high and that residents of the County benefit
both idealogically as well as economically when the arts flourish.
The study also pointed out a number of inadequacies (with respect
to the arts)common to most of the communities of the County.
According to Walker and Watanabe, Planning Coordinators for the
study, "the new Arts Council will face many challenges but we are
confident that this group will meet those challenges and we are
sure that the residents of San Joaquin County will support the
efforts of this group once they recognize that the Council is
working to improve the quality of life for all of us." Until
officers are elected, questions about the operations and activities
of the Arts Council may be directed to the Stockton Arts Commission,
to Larry Walker or to Chisato Watanabe.
