R MCHElocket No. 83 -CFM -5 ALICE Preparation of the Commis.3i ',p nII,NOTICE OF DATA ADEQUACY Fifth Electricity Report HEARING/ISSUE �f' !IDENTIFICATION CONFERENCE As indicated in the schedule attached to the Notice and Hearing Order dated May 8, 1984, the Biennial Report Committee, Geoffrey D. Commons presiding over the Ele-.:tri- city Report portion of the proceedings,. will hold a Data Adequacy Hearing, followed by an Issue Identification Conference on Demand Issues. The hearing and conference will be held as follows: THURSDAY, July 19, 1984 - and - FRIDAY, July 20, 1984 (if necessary) Beginning at 10:00 a.m. California Energy Commission 1516 Ninth Street First Floor Hearing Room Sacramento, California (map attached; wheelchair accessible) All large and medium-sized utilities as well as the CEC staff, have now submitted all or part of the demand and supply forms required by section 25300 of the Public Resources Code, section 1341 et seq. of the Commission's data collection regulations (Title 20, California Administrative Code), and the implementing orders of the Commission. y r Mailed to lists 336, 611, 618, 619, 622, 623, 636, 631, and 638 on June 29, 1984. The staff of the Energy Commission shall submit no later than July 10, 1984 a statement identifying any utilities that are not in compliance with CFM data require- ments, and specifying the missing data. Any utility so identified shall either file the specified data (or•portions thereof) before the July 19 hearing or show cause at the hearing why such data (or portions thereof) should not be filed immediately. Immediately following to Data Adequacy Hearing, the Committee will conduct the Issue Identification Conference. All active participants, including all large utilities and anyone else who chooses to participate (especially medium- sized utilities, the Public Utilities Commission, and the interested public) shn.11 file no later than July 10, 1984 a statement identifying any issues that should be covered during the evidentiary hearings on demand issues, currently scheduled for August 17, 27, 28, 30, and 31, and September 6, 7, 12, and 13, 1984. (See Notice and Hearing Order schedule.) Parties should be as specific as possible in identi- fying issues, e.g., by specifying a quantification dispute over a particular conservaticn program, rather than listing conservation quantification as a generic issue, or by referring to the industrial peak forecast rather than peak in general. Written statements should specify whether the purpose of holding hearings on a given issue would be to 2. ' V r 16B19 enable the Com1pi ttee to arrive at a more accurate demand 1 forecast (energy or peak). If not, then such party should specify the statutory authority for addressing the issue in the Electricity Report process. All statements should also specify (1 ) the witnesses each party intends to present on each issue and (2) the amount of hearing time expected for each witness. Recommendations on how to structure the evidentiary hearings are also welcome. All written filings must be made by submitting the original and twelve (12) copies to the CEC Docket Unit, Mail Station 4, 1516 Ninth Street, Sacramento, CA 95814. All utility and staff forms that have been filed are available for public inspection and copying during regular business hours at the Docket Unit at the above address.
