AGENDA TITLE: Approve the City of Lodi's Arts Grants Submitted for the 2013/2014 Fiscal Year

RECOMMENDED ACTION: Approve the City of Lodi's arts grants submitted for the 2013/2014
Fiscal Year.
BACKGROUND INFORMATION: The City Council approved the grant funding for the 2013/2014
fiscal year in the amount of $36,500. Grant applications were
made available to local nonprofit organizations with an application
deadline of April 2, 2013. Ten grants were turned in and screened.
A grant review panel from the Lodi Arts Commission (LAC) reviewed and scored them. Seven
applications were approved at the LAC meeting on June 12, 2013. One project has since been
withdrawn by the Lodi Community Art Center.
The grants are being submitted for a total of $28,000 for approval by the City Council. They are:
Central Valley Youth Symphony - $6,000; Changing Faces Theater Company - $11,000; Lodi Community
Art Center - 2 grants totaling $3,000; Sandhill Crane Association - $1,500; Stockton Symphony
Association - $6,500. The remaining $8,500 will be used for mini -grants throughout the balance of this
fiscal year.
FISCAL IMPACT: Funding of $36,500 provided by the General Fund.

Project Description: "CVYSA collaborating with the Lodi Children's Chorus will perform
romantic symphony selections. The concert will be free to all 18 and under, with invitations to
Lodi schools, preschools and others who offer children's activities."
Benefit to the Community: "This planned concert will give all of the members of our Lodi
community a chance to enjoy symphonic music performed by a symphony orchestra with vocals.
This grant proposal will also make this music available free of charge to all those 18 years and
under. This project gives an opportunity to our young musicians to give to their community and
to inspire other young musicians."

Project Description: "CFTC will stage an outdoor production of "Wizard of Oz" with a cast
and crew of approximately 80 students from elementary school through college."
Benefit to the Community: "The CFTC summer program is of value to both students who are
considering college majors and possible careers in theater arts, and to students whose goal is a
challenging, enjoyable summer activity. For students pursuing the performing arts, the program
offers the opportunity to spend a summer focused on their craft. Each CFTC company member
is required to adhere to the high standard of discipline and commitment needed to create a
complex and high-quality theatrical production, and such experience is directly relevant to any
personal or professional endeavor."

Benefit to the Community: "Children are able to attend our art class for a small cost to their
parents. We hope that will expand opportunities to children interested in art.
Declined: Does not serve large enough population. Application lacked specifics.."

Project Description: "LCAC will sponsor an open studios tour with various local artists
opening their studios for the public."
Benefit to the Community: "This event brings the community together in the shared
appreciation of numerous forms of art, the processing and equipment used to create art. We
intend to include special outreach to middle and high schools within the community with special
student tickets at no cost to foster an appreciation of local artists."

Project Name: Student Gallery and Scholarships
Project Description: "This project is designed to provide local high school students the
opportunity to exhibit their artistic talent in the community. Community art teachers mentor
students on portfolio assemblage, presentation and biography preparation in a workshop
environment. Students are awarded ribbons, monetary awards and scholarships."
Benefit to the Community: "The Student Gallery/Scholarship project provides opportunities
and resources that foster outlets for creative expression and promotes reflection and self-
expression for aspiring high school students interested in the visual arts. Each month, LCAC
puts the spotlight on the students and their artistic talent through a monthly exhibit.... Our
program helps prepare our future artists for pursing a college degree in the arts.....We encourage
the students to join our community and show their work in an ongoing basis and attend our
classes at a regular members' price. We offer students a discounted member rate ..."

Project Description: "Develop a respected fine art photography juried show. This project will
work to grow our foray into fine art photography."
Benefit to the Community: "... A show such as this, teaches the community about photography
as a fine art. The show is free to the public and provides an opportunity for community member
so see advances in fine art photography. We always hope that exposure to fine art of all kids will
inspire people who see it to pursue opportunities to expand their own artistic abilities."

Project Description: "... requesting a Lodi Arts Commission Arts Grant to provide support for
the 2013 Sandhill Crane Festival Art Show. The Art show will display approximately 100
entered pieces and student art from 2 or 3 local classrooms."
Benefit to the Community: "The Art Show provides members of the community an opportunity
to view artwork from well-known and talented local artists, at no charge. The Art Show is also
an opportunity for community members to learn about and appreciate Sandhill Cranes and other
local wildlife through art. Attendees can experience and benefit from art in other forms at the
Festival..... arts and crafts for children, origami, photography workshops, musical performances,
a Native flute workshop, and a decoy -carving workshop."

with an interactive music education program that culminates with the opportunity to experience a
live classical music concert performed by a full professional symphony orchestra."
Benefit to the Community: "...By coming to Lodi to perform, the Stockton Symphony has a
positive impact on the arts in Lodi and increases awareness of the art of symphonic music.
... The Steppin' Out concerts provide young people a first in classical music and the symphony.
...The project may increase participation in the arts by encouraging youngsters to study a musical
instrument."
Group Name: Valley Performing Arts (VPA)

Project Name: "Les Miserables"
Recommended for funding for 2013/14: No Award: N/A
Project Description: "VPA will produce the world-wide musical sensation "Les Miserables",
featuring a cast, orchestra and choir of local community talents and members of Lodi Musical
Theater."
Benefit to the Community: "... Over 100 people will have the opportunity to participate in this
spectacular musical on an enormous scale.....thousands will experience this world wide musical
sensation without having to purchase a $250 ticket from the standard professional production of
"Les Mis."... This production will generate revenue for the city of Lodi and HSS, our community
theatre, which is often `dark' and unused due to the uncertain economy."
Declined: Valley Performing Arts previously received a grant for $7,500 in 2010/11 for "Fiddler
on the Roof." This grant was not used for that performance. On Jan. 16, 2013, the City Council
allowed a change in the 2010 grant conditions for Valley Performing Arts to use the award to
produce Les Miserables in 2013. No additional funding was approved.
