AGENDA TITLE: Accept Improvements Under Contract for Ham Lane and Harney Lane Traffic
Signal and Lighting Project

RECOMMENDED ACTION: Accept improvements under contract for Ham Lane and
Harney Lane Traffic Signal and Lighting Project.
BACKGROUND INFORMATION: The contract was awarded to Steiny and Company, Inc., of Vallejo,
in the amount of $223,223. The contract has been completed in
substantial conformance with the plans and specifications approved
by City Council
The project included the construction of interim traffic signal and lighting improvements at the Ham Lane and
Harney Lane intersection. Ultimate signal improvements will be constructed as development occurs to the
south of Harney Lane. The interim signal improvements will provide a level of service (LOS) of no less than
LOS D through 2023. The City's minimum LOS criteria is LOS E.
The contract completion date was May 27, 2013. The final contract price was $246,265.24. The
difference between the contract amount and the final contract price is due to City -requested changes that
included repairs to an existing signal pole damaged during a wind storm in December 2012 and
additional metal beam guard rail located on the south side of Harney Lane.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: Construction of the project will slightly increase traffic signal maintenance
costs but will reduce the City's liability exposure by improving traffic safety.
FUNDING AVAILABLE: This project was funded by Transportation Development Act, Regional
Transportation Impact Fee, and Streets Impact Fee funds.
