AGENDA TITLE: Accept Improvements Under Contract for Lodi Transit Station and Parking
Structure Security and Safety System Project

RECOMMENDED ACTION: Accept improvements under contract for Lodi Transit Station and
Parking Structure Security and Safety System Project.
BACKGROUND INFORMATION: The contract was awarded to 3D Datacom, of Rancho Cordova, in
the amount of $280,892, on October 3, 2012. The contract has
been completed in substantial conformance with the plans and
specifications approved by City Council.
The project included a network -based video surveillance and assessment system for the Lodi Transit
Station and parking structure. Images are displayed on a LCD monitor located at the Lodi Transit Station
clock tower and monitored by Transit's contract security guards and authorized individuals via the City's
network. The images are recorded and saved on a server and accessible for investigations. The project
included a total of 31 Internet Protocol (IP) type fixed -position and pan/tilt/zoom cameras. At the Lodi
Transit Station, the project included cameras inside and outside the station buildings, monitoring the fare
collection activity and the buses parked overnight in a non -secured area. At the parking structure, the
project included cameras monitoring each floor, access points and elevator activities. Traffic calming
(speed bumps) were included at the north and south entrances, slowing inbound and outbound traffic and
allowing the cameras to record license plates. As part of this project, the Lodi Electric Utility Department
crews installed fiber optic to the parking structure.
The contract completion date was May 22, 2013. The final contract price was $294,899.50. The
difference between the contract amount and the final contract price is due to a change order in the
amount of $14,007.50 which upgraded all of the cameras to current, better quality products.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: There will be an increase in the long-term maintenance costs associated
with the installation of the security and safety equipment that will be funded
by Transit operations.
FUNDING AVAILABLE: This project was funded by Federal Transit Administration ARRA (CA -96-X052),
Transportation Development Act/State Transit Assistance, and Proposition IB
(TSSSDRA) funds.
