HomeMy WebLinkAboutAgenda Report - July 17, 2013 C-055 AGENDA ITEM C,0 CITY OF LODI COUNCIL COMMUNICATION TM AGENDA TITLE: Adopt Resolution Authorizing Purchase of Redundant Network Equipment from Various Vendors ($56,798) MEETING DATE: July 17, 2013 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution authorizing purchase of redundant network equipment from various vendors in the amount of $56,798. BACKGROUND INFORMATION: The City's network is the core system connecting all City sites and users to files, data and services. It is the electronic pathway over which users receive email, connect to the Internet, access internal files and run programs. Virtually all Police and Fire computer systems need the network in order to function, which includes their Computer -Aided Dispatch (CAD) and Records Management System (RMS), and Jail Management System (JMS). The Fire Department's Ztron alerting system also relies upon the network, as do voice -over -IP phones. The City organization ceases to operate normally if the network is down. This fact is painfully apparent whenever the network is taken down for maintenance. During those periods, Police and Fire dispatching reverts to manual operations and Fire alerting and paging must be switched to backup systems. Email is also delayed and most users cannot access such applications as JD Edwards financials, ECIS billing system, the fixed network management interface, among many others. Fixed network reads also cannot be delivered to the database if the network is down. The City has two data centers: one in the Police Building and the other in the basement of the old Public Safety Building (City Hall Annex). Currently, there is only one core switch and one firewall, through which almost all traffic flows. If the core switch fails, the entire network is inaccessible. If the firewall fails, all email and Internet access stops. There is currently no "failover" system in place to keep the network operating in the event of a component failure or planned maintenance. Information Systems Division will be moving its data center into new quarters as part of the City Hall Annex renovation project, with a tentative move -in date set for early November 2013, a process that will take an entire weekend and involve unplugging, moving, reconnecting and testing all network devices in the Annex data center. Without redundant network components in place, the entire network will be down for most of the weekend. In anticipation of this move, and in an effort to keep fixed network reads flowing and critical public safety systems operational, staff recommends the purchase of the following network equipment that will provide redundancy or "failover" when the main system goes down. This means that the network and all its systems will remain operational while the move is being done. It will also provide ongoing protection against a component failure, which would normally result in a prolonged network outage. It is possible that some items may not be available from selected vendors when the City is in a position to order them. In that case, staff will exercise diligence in selecting a different vendor and purchasing the item at the same or lesser price from the identified vendors. In no event will the total project cost exceed $56,798. Accordingly, staff recommends that Council authorize the City Manager to execute purchase agreements with any of the identified vendors for the listed items at a price not to exceed $56,798.
