apprised Supervisor Sousa that this item would be placed
on this meeting's agenda for consideration by the City
Council. The AMTRAK San Joaquin, Steering Committee is
meeting in Hanford July 16, 1987 and is desirous of
learning of the Council's support at that time.
On motion of Council Member Hinchman, Snider second,
Council voted to support AB 9711 and AB 980 and directed
the City Clerk to send a wire reporting this action to the
AMTRAK San Joaquin Steering Committee which is meeting in
Hanford July 16, 1987•

RELATING TO INCREASED HIGH-SPEED RAIL SERVICE IN CALIFORNIA

RECOMMENDED ACTION: That the City Council review and discuss the
proposed legislation concerning expanded high speed
rail service in California and take action as
deemed appropriate.
BACKGROUND INFORMATION: Attached (Exhibit A) is a copy of a letter written
by Mayor Olson to San Joaquin County Board of
Supervisors member William Sousa lending her
support for expanded high speed rail service in
California. In that letter she apprised Supervisor Sousa that this item would be
placed on this meeting's agenda for consideration by the City Council. The AMTRAK
San Joaquin Steering Committee is meeting in Hanford the day after the City Council
meeting of July 15 and the committee is desirous of learning of the Council's
support at that time. Also attached (Exhibit B) is a copy of a brief summary of
the two pieces of legislation in this regard which have been introduced by
Assemblyman Costa of Fresno.
Mayor Olson will be prepared to present this matter for the Council's consideration.

This letter is to lend my support to Assembly Bill 971 (Costa) and Assembly
Bill 980 (Costa) both relating to increased high-speed rail service in
California. We in the City of Lodi are particularly interested in the
addition of such service between Stockton and Sacramento and believe it
would receive extensive commuter use.
This matter will be agendized for the regular City Council meeting of
Wednesday, July 15, 1987, and I will at that time request the City Council's
support of these bills as the official City position. The City Clerk will
advise you by wire or telephone the following day at the AMTRAK San Joaquin
Steering Committee meeting in Hanford.
Please do not hesitate to call on me for whatever assistance I might be able
to provide in this most important effort.

ABO971 -- COSTA TRANSPORTATION: RAILWAY CORRIDOR STUDY GROUP

This bili would create the Los Angeles -Fresno -Bay Area/Sacramento
High -Speed Rail Corridor Study Group, specify the membership of the
j study group, direct it to study and develop a plan for development of a i
high-speed rail corridor, and require it to submit a preliminary report
of its findings and recommendations to the Legislature by January 1,
1989, and a final report by January 1, 1990. `

petroleum violation escrow funds which would be matched by a like amount of

funding or in-kind services from involved agencies.

RAIL PASSENGER SERVICE DEVELOPMENT
This bill would expand the existing Los Angeles -Bakersfield-
Stockton -Oakland corridor to include Fresno and Sacramento, and would
express the intent of the Legislature that the department enter into a
contract with AMTRAK to provide an additional third train over the
expanded San Joaquin route.
This bill would appropriate 95,700,000 of PVEA funds for this train.

This bill is the Assembly version of Senator Don Rogers' SB -263 which
provides a transfer of funds into an Aviation Improvement Fund. The SJCCOG
Board has taken a position of opposition to SB -263 because it would divert
funds from the general fund to airport -specific projects.

AB1322 -- AREIAS HIGHWAYS: HIGHWAYS OF STATEWIDE SIGNIFICANCE
This bill would make declarations of legislative intent, and would
authorize the Department of Transportation, with the cooperation of the
commission, regional and local transportation agencies, and other state
and local agencies, to conduct a study to develop criteria for defining
and identifying "highways of_rstatewide significance" and to formulate a
recommended long-range plan for allocating revenues to meet the needs
of those highways.
The bill would require that the study and the recommended long-
range plan be submitted to the Legislature by January 1, 1989.

SB0516 -- BERGESON HIGHWAY PROJECTS: PROFESSIONAL SERVICES: CONTRACTS
Early in the legis:ative session, the COG Board supported a concept that
would allow Caltrans to contract for services, primarily of the architectu-
ral and engineering variety, when, by not so doing, project delivery would
be hampered. This bill supports that concept.
Passed Senate on June 11.
