BACKGROUND INFORMATION: R. Thomas Development, Inc., the developer of Willow Court, has furnished the City with the necessary agreement, improvement security and fees for the proposed subdivision. This is an 18 -lot subdivision located on the east side of Lower Sacramento frontage road across from Lodi Park West. The area is zoned R-2 and will con- sist of single family dwellings. 0adc .
