BALLOT
MEASURE FOR
HUTCHINS
STREET SQUARE
City Manager Peterson reminded the City Council that at the
shirtsleeve session held June 19, 1985 the City Council heard a
presentation concerning a funding mechanism to provide for the
construction of the Hutchins Street Square project. At that
meeting, Mr. Terry Knutson, Chairman of the project's Political
Action Committee, summarized activities and accomplishments to
date. Also making presentations at that meeting were Mr. Brian
Quint, Bond Counsel, Jones, Hall, Hill and White, Mr. John
Fitzgerald, Bond Underwriter, Merrill Lynch Capitol Markets, as
well as City staff members.
Mr. Dennis Bennett, Foundation Chairman, addressed the City
Council requesting the Council take appropriate action to submit
the Hutchins Street Square project to an advisory vote of the
people at an election to be held Novezber 5, 1985_ The
Committee proposed ballot language and proposed the levying of a
utility users fee of 2% to enhance the City's General Fund,
Discussion followed with questions being directed to Mr. Bennett
and members of the Staff.
On motion of Council Member Olson, Snider second, Council, by
unanimous vote, directed that the following Advisory Ball t
Measure be placed on the ballot for the November 5, 198
election:
SHALL THE CITY OF LODI REHABILITATE HUTCHINS STREET SQUARE
(THE OLD LODI UNION HIGH SCHOOL SITE) INTO A CO 4LUITY CULTURAL/
RECREATIONAL FACILITY THROUGH ILNG-TERM FINANCING: AND SHALL THE
CITY OF LODI ENHANCE THE G aqE RAL FUND BY COLLECTING A UTILITY
USER FEE NOT TO EXCEED 2 PERMU YEARLY?

RBCOMMENDED ACTION: That the City Council hear the presentation of the
Hutchins Street Square Political Action Ccnmittee and take action as
deemed appropriate.
BACKGRQUNL INFORMATION: At the shirtsleeve session held June 19, 1985
the City Council heard a presentation concerning a fiLiding mechanism to
provide for the construction of the Hutchins Street Square project. At
that meeting, Mr. Terry Knutson, Chairman of the project's Political
Action Committee, summarized activities and accomplishments L -o date. Also
making presentations. at that meeting were Mr. Brian Quint, bond counsel
(Jones, Hall, Hill and White), Mr. John Fitzgerald, bond underwriter
(Merrill Lynch Capitol Markets), as well as City staff members.
The conrdttee will be requesting that the City Council take appropriate
action to submit the Hutchins Street Square project to an advisory vote of
the people at an election to be held November 5, 1985. The ccumittee will
also be recommending the ballot language also address the levying of a
utility users fee of 2% to enhance the City's General Fund. The sole
decision of the City Council at Wednesday night's meeting on this item is
whether or not to request of the County of San Joaquin the proposed
consolidation of the November election to provide Lodi with the
opportunity to vote on the $utchins Street Square project. The
consolidation election will also bring to the ballot five requests of
various individuals to annex property to the City of Lodi.
The staff will be prepared to discuss the matter and answer any questions
Counci.lm tubers may have.

A Political Action Committee designed to secure
a yes vote for long-term financing of Hutchins
Street Square has been organized according to
Chairman Terry Knutson.
Knutson, owner of Cottage Bakery's Pastry Express,
has appointed six local leaders to chair the
following committees:
