FOR DATA PROCESSING
SERIES APPROVED council was apprised that t1w 1986-87 budget calls for
reorganization of the Data Processing function in the
CC -34 Finance Department. Various class specifications for the
Data Processing services were presented for Council's
review and approval.
Council approved and adopted the specifications for the
reorganization of the Data Processing (DP) function in the
Finance Department.

RDCOM ENDED ACTION: That the City Council approve and adopt the
specifications for the reorganization of the
Data Prooessing (DP) function in the Finance
Department.
BACKGROUND INFORMATION: The 1986-87 budget calls for a reorganization of
the Data Processing function in the Finance
Department. We are not adding numerical
positions, but rather additional classifications.
The DP Operations Specialist position requires a more technical background,
broader experience, and expw)ded duties than the DP Equipment Operator.
By having this additional classification, we have the opportunity of
hiring a person with greater skills or hiring a person with fewer skills
at the DP Equipment Operator level and, developing that person in-house.
Likewise, we recognize pmgramtners cane to us with different levels of
skills and abilities. We are proposing the classification of DP
Programmer be dropped and the classifications of Data Processing
Programmer/Analyst I & Il be created. '1be "I" level would be an entry
level position, with the expectation of moving the incumbent to the "II"
level when they have had 2 years experience at the "I" level, and have
demonstrated a high level of understanding and knowledge of the City's
systems, programs, software and hardware.

DEFINITION
Operates data processing computer console and peripheral equipment;
generates a wide variety of routine printouts as well as specialized reports
for financial and other applications; instructs system users in operational
procedures and problems; and assists in maintaining and updating overall
data processing system.

This position is responsible for the performance of numerous daily, weekly,
biweekly, monthly and yearly data processing jobs or tasks. It is
responsible for system maintenance, file update, system security and other
operational tasks in a modern data processing office. The incumbent is
responsible for the training of system users.
The incamdcent works with limited supervision of the Data Processing
Supervisor. The position is distinguished from the Data Processing operator
position in that it requires knowledge of the technical and analytical
aspects of data processing and the operation and use of IBM System 36
software. This position is distinguished from the programme positions in
that it does not perform progranuting tasks.

Duties may include, but are not limited to the following:
Operates ooqcuter console and peripheral equipment in the use and
maintenance of financial and other programs; operates auxiliary hardware
such as printout burster, decollator, and related equipment.
Executes data processing jobs for utility billing, payroll, payables, and
other applications on a daily, weekly, biweekly, monthly, or yearly basis.
Procedures include: sign -on, sign -off, catalog, delete files, build files,
restore files, cancel jobs, hold and release spooled jobs, save, back-up and
re -name files, change spools, stop and start printer, catalog and store
data, and verify keyed data. Distributes output in a timely manner.

Perforins month-end processing; backup files, reports on inactive accounts,
billing registers, revenue registers, receivables totals, and other
information.
Performs special data processing jobs on request.
Schedules jobs based upon eanputer time and departmental priorities.

Instructs employees in word processing techniques; trouble shoots hardware
and software difficulties; assists in document error and problem resolution;
P monitors needs of system users.

Maintains system libraries and files on processing and backup; learns,
reviews, and suggests changes to control specifications; maintains records
of operating commands necessary to initiate data processing jobs. Conducts
system maintenance; file updates; release updates; establishes and monitors
system security sub -systems; determines appropriate system configuration.
' Maintains inventory of data processing materials and orders supplies as
i necessary.
Performs related duties as required.
QUALIFICATIONS
Knowledge of:
Commputer operations, concepts, and terminology.

Modern office practices, procedures, and equipment.
Understanding of accounting and financial terminology
and practices.

El ?ERIENCE AND EDUCATION
Any combination of experience and education that would produce the
qualifying knowledge and ability. A typical ccmbination:
Experience
Two years experience as a bagmter operator with system
control experience and one year of word processing experience.
Education
Completion of the equivalent of two years of college
supplemented by data processing courses. This requirement can be
met with an additional two years of applicable data processing
control experience.

Under the general supervision initiates and maintains the programs and
technical. specifications necessary to operate the City's data processing
programs and equipment; and does related work as required to develop new
information systems.
The Data Programmer Analyst II position is distinguished from the I level in
that the incumbent will have a greater understanding and knowledge of the City
of Lodi's systems, software and hardware. This knowledge, experience and
understanding will normally be obtained through a minimum of 2 years experience
in the Data Programmer Analyst I position.
SUPERVISION RECFdM AND EXERCISED
Receives supervision from the Data Processing Supervisor; may assist in the
supervision of the Data Processing Operator and serves as data processing
supervisor in his absence.
EXAMPLES OF DUTIES
Write program instructions for the various types of system software available.
Key specifications into the equipment.
Run compilers and other progran; or utility generators.
Keep the documentation filed and up-to-date.
operate the software controlling configuration and systems support.
Draw flowcharts and form layouts to assist in ccMu3nication and development of
procedures.
Meet with others as required to exchange information. Assist in instructing
the data processing operator or users, especially in technical matters or in
the absence of the Data Processing supervisor.
Operate equipment in the absence of the Data Processing Operator or as
necessary to maintain continuous service to the users.
Be especially responsible for the integrity and backup of the libraries
containing the software, and the files on the cuter.

Engage in continuous study to keep current on all the software and hardware
characteristics available for the City's work.
Assist in the evaluation and nplementation of software or hardware from
outside vendors.
Perform related duties as required.
QITAISFICATIONS
Knowledge of:
Techniques of data processing, including programming, procedures, and
languages. (Knowledge of RPG -II, system support, and utilities are
necessary for the operations of the City's IBM System 36 computer.)
Systems analysis and development, n order to co uniicate with those
developing systems.
Modern office procedures, methods and equipment.
Ability to:
Draw flowcharts and forms' layout.
Write necessary program and utility specifications.
Operate data processing equipment.
Camnumicate clearly, orally and in writing and maintain effective working
relationships with those inside and outside the organization.
Complete a project, exercise initiative without specific direction.
Study manuals; and assimilate new techniques readily.
Be flexible and be able to adapt to ever changing requirements.

Programmer/Analyst I: Two years experience working in the programming of
and operation of a data processing facility with
similar equipment to the City's.
Completion of high school, supplemented by numerous
college level course in data processing or computer
science.
Programmer/Analyst II: Two years experience with the City of Lodi at the
Programmer Analyst I level.
