City Clerk Reimche presented to the Council a notice of r
Public Hearings on proposed rate changes -and amendment to
application to be held by the California Public Utilities
Ccmnission on June 23, 25, and July 26, 1986.
Also presented was a letter from Pacific Gas and Electric
Ccn-pany regarding filing of Application No. 86-04-012 in
which it requests authority fresn the California Public
Utilities Carmission, effective August 11, 1986, to =
decrease electric rates by approximately $690.5 million on
an annualized basis.
Also presented was a letter from, Lawrence W. Harlow,
President and Chairman of the American Buslines, Inc.,
regarding authority to increase California Intrastate
Passenger Fares by approximately 13%, pursuant to Section
454 of the Public Utilities Code.

Pacific has amended its application to propose new rates for
various services. including those in the charts on th:- following
pages. Part of this proposal is the.elimination of the z.48
percent surcharge..as well as changes to Centrex rates.
We believe these new rates are necessary to bring rates closer
to the costs of providing services. while at the same time
ensure everyone who wants telephone service can have it
Pacific Bell estimates that the rates it proposes --if adopted
by the CPUC --would increase the average residence customer's
monthly bill by $.71.
Pacific Bell has filed ,an alternate `proposal at the request of
the CPUC. This could result in different rates. including basic
exchange and Service Area long distance rates. than those shown
in the following charts.
The final rates. approved by the CPUC may, differ from any of
these proposals.

ADDITIONAL HEARINGS'
In addition to.the public hearings on June 23, 25 and 26,
additional hearings will be. held. These will analyze the.
proposed new rates..,as well as the issues of the Company's -
modernization program. and the extent `to which its plant has. -'and
will be used. The hearings will also consider estimates of the
Company's future productivity.
At.these hearings the CPUC.will receive testimony from Pacific
Bell 'and"other interested parties. including the'.CPUC Public
Staff. The Public'Staff consists of engineers, accountants,
economists and attorneys who independentlyevaluate the
proposals of all parties and present-their analysis and -
recontmendations to the CPUC.
You can participate in these proceedings.

The Public Advisor was established by the CPUC, specifically

SERVICE CHANGES
Rates for certain other servicesmay also change. For example:
• Rate increases ranging from 11% to 77% are proposed for
various privateline recurring rates and.'nonrecurring
charges.

from -$.30 -to $.55. (Pacific Bell has filed' an alternate

would increase the -rate for non -published listings to $1.00
per month.)

NEW SERVICES

A new listing service is being offered for $.30 per month to allow
you to omit your name and phone number from Pacific Bell's White
Pages directory, but still have it available to people who call
through Directory Assistance 411. (If the alternate proposal is
approved, the new listing service rates would increase to $.50 per
month.)
SPECIAL NOTE: CENTREX CUSTOMERS
Pacific Bell has proposed changes foz Centrex Service rates.
Under existing Centrex rates, customerswhosigned up for service
after July 1983 pay a higher rate than those customers who purchased
service before that time. This difference is due to the,
federally -imposed customer line charge. Under*.Pacific Bell's
proposed rate structure both pre- and post -July 1983 customers would
pay the same awo*int. The proposed rate structure makes certain
features,standard--there would be no additional charge for certain
features that are now charged for.separately. In addition, the,
proposed rate structure includes certain discounts.based on average
features per station line or the nui6ber of features.per system.
Under the proposed Centrex rate structure, some rates will increase
and some will decrease.

AND INTERESTED PARTIES
PACIFIC GAS AND ELECTRIC COMPANY (PGandE) has filed
Application No. 85-04-012 in which it requests authority
from the California Public Utilities' Commission, effective'
August 1,`1986, to decrease electric rates ;by approximately
$690.5 million on an annualized basis.
The proposal.requests authority to (1) decrease
electric rates under the Energy Cost Adjustment Clause
(ECAC) by approximately $735.1 million on an annualized
basis; (2) increase electric rates by approximately $74.4
million on an annualized basis under the Electric Revenue
Adjustment Mechanism (ERAM); (3) decrease electric rates
under the Annual Energy Rate (AER) by approximately $29.7
million on an annualized basis.
For the 12 -month period beginning August 1, 1986,
the requested rate adjustments will decrease PGandE's electric
revenues by about 12.21 percent below the level generated by
electric rates in effect August 4, 1986.
The net proposed rate reduction would provide
PGandE's customers with significant rate relief.- Therefore,
PGandE proposes to provide its electric customers with
interim electric rate relief effective May 1, 1986, or such
dater date as the Commission may order. The proposed
interim rate reduction would flow through to customers the
net change in the ECAC and ERAM revenue requirements, but
would not reflect the AER reduction. The resulting -interim
rate reduction would decrease rates by approximately $660.8
million effectiveMay1, 1986.
In addition, in an order dated March 28, 1986,
Commissioner Duda directed that rate design, marginal: costs
and revenue allocation issues originally in PGand-'s General
Rate Case Application No. 85-12-050 be transferred to and
decided in this ECAC proceeding. Therefore, PGandE's pre-
sentation on those issues will be made in these hearings and
will include PGandE's Marginal Cost, Rate Proposal, and
