REED ACTION: That the City Council adopt Ordinance
No. as an emergency ordinance
adopting the 1986-67 Operating Budget.
BACKGROUND INFIOR-IATION: The 1986-87 Operating Budget has been suksritted
to the City Council for review and adoption.
The Council has reviewed this with staff at ts,K,
work study sessions, and will continue this review at one mare work stu0y
session to be held Tuesday, June 24, 1986, at 7:00 a.m. in the City Council
Chambers. If the Council cnpletes its review in the next two meetinas
r (work study Tuesday, and regular meeting Wednesday), the budget can they:
be adopted. If the Council feels the need for further review at the regular
meeting of July 2, 1986, that would pose no problem. However, whatever
the date of its adoption, the action should be via an emergency ordinance
as we have done in past years. A copy of this ordinance is attached
(Exhibit A) for the Council's review. Adoption by emergency ordinance
implements the budget immediately. Otherwise, it could not become

effective until 30 days after the adoption of a standard ordinance.
The staff is prepared to assist the City Council in this continued review

follows:

SECrIoN 2. The appropriation to the Library from the General Fund
will be Rmputed by the Finance Director on the 30th day of June,
1986. :he appropriation will be of sufficient amount so that
expenditures will not exceed revenues.
SECTION 3. All ordinances aryl parts of ordinances in conflict
herewith are repealed insofar as such conflict may exist.
