BACKGROUND INFORMATION: Submitted for City Cour:-. it rvif,k, the c_or.tr-rrc.t
renewal for Leonard J. Fussc .;sur, rnce Services
Inc., Workers' Compensation
for the 1986-87 contract year. Russo is recommending a re!u,wal loe schedule
based upon ,he fee of $25,599 for the First 171 claims with thc, >,ce_-, to t
billed at the rate of 5149.130 per claim. Thi,, is tho ,ar,e fee schedule `or tr.r
1985-86 contract year resulting in no renewal incre.f•.
The 1985-86 contract year marks the close of the City' third ,gear with L.J.
Russo and it is a pleasure to report, to the Council that tilt' >t,t.:s of the !pity
Workers' Compensation program has significantly improved when compared with
prior years.
During the 1983-84 and 1984-85 contract, years, the City ircurred 164 and 177
new claims annually. This resulted in Russo requestir.r; a 10'Z' increase in the
fee schedule last year. During the current contract yf'ar, the City of Lodi a<l
of June 20 has 125 new claims filed which represer:ts a 30. decrease from last
year.
In addition to administering the City's new claims, it i,, the goal of P.usso to
attempt to clean up as many old files as quickly as possible thereby reducing
costly expenses to the City's workers' Compensation Fund. The City now has 5`5
Indemnity files (claims) which are open and 18 Medical only files (claims)
representing a total of 73 open files. Claims which have been reopened or were
not settled by the City's former claims administrator (1977-1983) repr:,sent 23
indemnity files, two life -medical files, and one life pension: resulting in a
total of 26 additional claims remaining open, for a total of 99.
In sum, the overall claims administration program as well as individual
Workers' Compensation cases have been handled in an e;:pedient and professional
manner.
