Holm, Finance Director DATE: June 8, 1984 SUBJECT: 1984-85 Appropriation Spending Limit 0 Article XIIIB of the California State Constitution specifies that appropriations made by governmental entities may increase annually by the change in reputation and the change in the U. S. Consumer Price Indes, or Califorota per Capita Personal Income Index, whichever is less. The California Department of Finance is responsible for furnishing local jurisdictions the necessary data to establish appropriation limits. The State has rep.)rted to us the U. S. Consumer Price Index as being 4.741, which is less than the California per Capita Personal Income Index, and that Lodi's population increase as 3.63%. The ratio of that formula is as follows: 1.0474 (U.S. CPI) x 1.0363 (population increase) - 1.0854 (change factor) This change factor of 1.0854, applied to the 1983-84 appropriation limit of $11,176,325, then sets Lodi's 1984-85 appropriation limit at $12,130,783. Attached is a draft of the resolution needed to be presented to the City Council at its June 20, 1984 meeting. RHH attachment D R A F T RESOLUTION NO. RESOLUTION ADOPTING AN APPROPRIATIONS SPENDING LIMIT FOR 1984-85 IN COMPLIANCE WITH PROPOSITION 4 ARTICLE XIIIB OF THE STATE CONSTITUTION RESOLVES, that the City Council of the City of Lodi does hereby adopt the following Appropriation Spending Limit for 1984-85 in compliance with Proposition 4, now Article XIIIB of the State Constitution. Total Appropriation Limite for 1983-84 year as adopted by the City of Lodi $11,176,325 Increased by Allowable Accumulated Growth and U. S. Consumer Price Index to 1984-85 of 8.54% Therefore, the Spending Limit for 1984-85 $12,130,783 Date: June 20, 1984 I hereby certify that Resolution NO. was passed and adopted by the City Council of the City of Lodi in a regular meeting held by the following vote: Ayes: Members - City Council Noes: Members - City Council Absent: Members - City Council ALICE M.
