MEMORANDUM
TO: Henry A. Glaves, Jr., City Manager
FROM: Robert H. Holm, Finance Director
DATE: June 8, 1984
SUBJECT: 1984-85 Appropriation Spending Limit
0
Article XIIIB of the California State Constitution specifies that
appropriations made by governmental entities may increase annually
by the change in reputation and the change in the U. S. Consumer
Price Indes, or Califorota per Capita Personal Income Index, whichever
is less.
The California Department of Finance is responsible for furnishing
local jurisdictions the necessary data to establish appropriation
limits.
The State has rep.)rted to us the U. S. Consumer Price Index as
being 4.741, which is less than the California per Capita Personal
Income Index, and that Lodi's population increase as 3.63%. The
ratio of that formula is as follows:
1.0474 (U.S. CPI) x 1.0363 (population increase)
- 1.0854 (change factor)
This change factor of 1.0854, applied to the 1983-84 appropriation
limit of $11,176,325, then sets Lodi's 1984-85 appropriation limit
at $12,130,783.
Attached is a draft of the resolution needed to be presented to the
City Council at its June 20, 1984 meeting.
