Pune Street, Lodi, CA 95240 untii 11:00 a.m. on Friday, June 1, 1984, at which time they will be publicly opened and read for performing the following described work: The work consists of furnishing, and installing approximately 2,175 lineal feet of chain link fencing, including one 12 foot single gate with hardware, and other incidental and related work, all as shown on the plans and specifications for the above project. The work to be performed shall be completed within 30 calendar days after both parties have signed the contract, and the Contractor shall begin work within ten (10) days after the contract date. In accordance with provisions of Section 1770 to 1778 of the Labor Code of the State of California, the City of Lodi has ascertained that the general rate of per diem wages and wage rate for holidays and overtime applicable to the locality in which the work is to be done are as set forth in Resolution No. 4222 of th— City of Lodi, copies of which are on file in the Office of the City Clerk. The City of Lodi hereby notifies all bidders that it will affirmatively insure that, in any contract entered into pursuant to this advertisement minority business enterprises will be afforded full opportunity to submit bids in response to this invitaiton and will not be discriminated against on the grounds of race, color, sex or national origin in consideration for an award. -1- Notice Inviting Bids Vontinued - Gal For any moneys earned by the Contractor and withheld by the City of Lodi to ensure the performance of the contract, the Contractor may, at his request and exrs,azq . substitute securities equivalent to the amount with- held in the ';orm and manner- and subject to the conditions provided in Chapter 13 (commencing with Section 4590) , Division 5, Title 1 of the Government Code of the State of California. The Contract Documents are available at the office the the Recreation and Parks Director, 125 N. Street, Lodi, CA 95240, telephone (209) 333-6742. No bid will be considered unless it is submitted on a proposal form furnished by the City of Lodi. The City Council reserves the right to reject any or all bids and to waive any irregularity in the completion of such forms. By Order of the City Council ALICE REIMCHE City Clerk -2- INFORMATION TO BIDDERS BID OPENING The Purchasing Agent will receive sealed bids in his office, Room 104, City Hall, 221 West Pine Street, Lodi, California 95240, until the time for opening bids as noted in the "Notice Inviting Bids." Bidders or their authorized agents are invited to be present. The proposal shall be submitted as directed in the "Notice Inviting Bids" under sealed cover plainly marked as a proposal, and identifying the project to which the proposal relates and to the date of the bid opening therefore. Proposals which are not properly marked may be disregarded. AWARD OF BID The award of the contract, if it be awarded, will be to the lowest responsible bidder whose bid proposal complies with all the requirements described. Where alternate bids are received the City Council reserves the right to select the bid most advantages to the City. The award, if made will be made within thirty (30) days after the opening of the bids. PUBLIC LIABILITY AND PROPERTY DAMAGE INSURANCE The Contractor shall take out and maintain during the life of this contract such Public Liability and Property Damage Insurance as shall p-°otect him and any subcontractor performing work covered by this contract for claims and damage for personal Injury, including accidental death, as well as from claims for property damages, which may arise from his operation under this contract, whether such operations be by himself or by any subcontractor or by anyone directly or indirectly empinyed by either of them and the amounts of such insurance shall be as follows: -1- Information to Bidders - Continued Public Liability Insurance - in an amount not less than $300,000.00 for injuries, including accidental death to any one person, and subject to the same limit for each accident, in an amount not less than $500,000.00. Property Damage Insurance - in an amount of not less than $50,000.00 The Contractor shall furnish the City of Lodi with a certificate of insurance which certifies that the City of Lodi is named as an additional insured and it will save, kaep and bear harmless the City of Lodi and all officers and employees thereof, and authorized representatives from all damages, costs or expenses, in law or in equity, that may at any time arise or be set up because of personal injury or damage to property sustained by any person or persons by reason of, or in the course of the performance of said work. Compensation Iasurance The Contractor shall take out and maintain during the life of this contract, Workmen's Compensation Insurance for all his employees employed at the site of the project and, in the case any work is sublet, the Contractor shall require the subcontractor similarly to provide Workmen's Compensation Insurance for all of the latter's employees unless such employees are covered by the protection afforded by the Contractor. In case any class of employees engaged in hazardous work under this contract at the site of the project is not protected under the Workmen's Compensation s`atute, the Contractor shall provide and shall cause each subcontractor to provide insurance for the protection of his employees not otherwise protected. Bidder's Guarantee All bids shall be presented under sealed cover and shall be accompanied by cash, cashier's check, certified check, or bidder's bond, made payable to the City of Lodi, for an amount equal to at least ten percent (10%) of the amount of said bid, aid no bid shall be considered unless such cash, cashier's check, certified check or bidder's boi.d is enclosed therewith. -2- Information to Bidders - Continued All bidder's guarantees Wil; be rets rned to the respective bidders after the contract has been awarded, except for those bid guarantees of bidders who may be given further consideration if the low bidder does not elect to execute the contract. After the award, if the Contractor awarded the bid does not execute the contract, he will forfeit his bidder's guarantee. All bidder guarantees of unsuccessful bidders will be returned upon receiving the executed contract. Contract Bonds The Contractor shall furnish two good and sufficient bonds: 1. A faithful performance bond in the amount of one hundred percent (100%) of the contract price; and 2. A labor and materials bond in th,! amount of fifty percent (50%) of the contract price. Turner Road LODI, CALIFORNIA CONSTRUCTION STAKING The City will provide the line and grade, as determined by the Parks Superintendent, required for the completion of the work under this contract. CONSTRUCTION DETAILS Existing Facilities - Protection of existing facilities shall conform to the applicable provisions in section 15 of the standard specifications and these special provisions: All known obstructions to the work are indicated on the attached plans. However, the 'City cannot guarantee the accuracy of this information. The Contractor will be held responsible for the maintenance and protection of or damage to existing facilities, structures, obstructions, and all underground facilities shown on the plans or brought to the Contractor's attention during the contract. The Contractor shall notify owner agencies for locations of utilities of facilities prior to excavation. Any damage which is caused by the operations of the Contractor to any known facility, utility, or structure shall be immediately repaired by him to the satisfactiop of the owning agency and the Engineer, and no extra work or additional payment will be allowed or made for any repair of utilities, facilities or structure damaged by the Contractor. CLEANING AND GRUBBING Shall be done by the City of Lodi. CIIAIN LINK FENCE All ferrous materials shall be new and galvanized. Imperfectly galvanized material or material upon which serious abrasions of the galvanizing occur shall not be ubed. -- 1- Specifications - Lake P 1, Undeveloped 13 .Acre Fence - ntinued (1) Fabric: Chain link fabric shall conform to the requirements in AASHTO designation: M181 for Type I zinc coated fabric with a Class A coating. All chain link wire shall be No. 9 gauge. Top and bottom selvages shall have knuckled finish. Single width fabric shall be used throughout. Fabric shall be 72 inches high and hung to the outside. (2) Posis and Braces: All posts and bracing shall be galvanized. Corner posts and terminal posts shall be 2 7/8 inch O.D. , and line posts shall be 2 3/8 inch O.D. Gate posts for 12 foot gate shall be 6 5/8 inch O.D. Fabric shall be fastened to top railing with tie wire spaced approximately 24 inches apart. Top rail shall be continuous throughout and center rail shall be located at corners and at both sides of gate. Both top rail and center rail shall be 1 5/8 inch O.D. The material of which posts and braces are fabricated shall have a normal thickness, before galvanizing, of not less than 0. 105 inches for posts and 0.075 for braces. All truss rods shall be 3/8 inch diameter with turn buckles &ad shall be galvanized. All posts shall be fitted with pressed steel tops. (3) Fence Fittings: Tension wire shall be No. 7 gauge galvanized coiled spring wire to be stretched along bottom of chain link fabric approximately at grade. The chain link fabric is to be attached to the tension wire with hog rings spaced 24 inches apart to the top rail and bracing with wires spaced approximately 24 inches apart. Top rail couplings shall be sleeve type and spaced at approximately 20 feet centers and one in every fire shall have expansion and contracting spring. Terminal posts shall require 1/4 inch by 3/4 inch galvanized fabric stretcher bars and stretcher bar bands at 24 inch centers. (5) Gate: Drive gate shall be one 12 --foot wide single swing gate. Gates Sreater than 8 feet in length shall have interior vertical members installed so that no panel exceeds 8 feet in length. Gate frames shall be constructed of not less thar. 2 -inch O. D. galvanized pipe. Interior vertical members shall be constructed of not less than 1 1/2 inch pipe. Gate shall be complete with approved type malleable iron ball and socked hinges and catches. Gate frame panels shall be ^Toss trussed with 318 inch adjustable truss rods. The corners of the gate frames shall be fastened together and reinforced with a malleable iron or a pressed steel fitting designed for the purpose, or by welding. Pressed steel fittings shall have a nominal thickness, before galvanizing. of not less than 0.135 inch and shall be fastened suitable to develop the strength of the connecting members. Welding uhall conform to the best commercial practice. ,All fittings, latches, rods, and other gate hardware shall be galvanized in accordance with the provisions in section 75-1.05. "galvanizing." Damaged galvancied surfaces shall be repaired in accordance the provisions in Section 75. - 1.03 "Oalvan=sing." Chain link fence specified for the fence shall be attached to the gate frame for use of stretcher bans and the wires as specified for fence construction, and suitable tension connectors shall be spaced at approximately one foot intervals. The gate shall be hung by at least Z steel or malleable iron hinges not less than 3 inches in width, so designed as to securely clamp to the gate post and permit the gate to be swung back against the fence. The bottom hinge shall have a socket to take the ball end of the gate frame. At the Contractor's option bracing shall be accomplished either with diagonal braces used as compression members or with horizontal braces as compression members and 3/8 inch steel truss rods used as tension members. Gate posts shall be braced to the nearest line post with a horizontal brace used as a compression member and 3/8 inch steel truss rod as tension member. Each 3/8 inch steel truss rod shall be equipped with a turnbuckle and truss tightner with tensile strength equal to the truss rod. Line post shall be braced horizontally and trussed in both direction at intervals not to exceed 1, I)00 feet. The fabric shall be stretched and securely fastened to the posts, and between post and bottom edges of the fabric shall be fastened to the tension wire. Tension wire shall be streelwd tight. The bottom tension wire shall be installed on a straight grade between posts by excavating the high points. The fabric shall be fastened to end, latch, corner, and gate posts with 1/4 inch by 3/4 inch stretcher bars and not less than 1/8 inch by 3/4 Inch stretcher bar bands spaced at one foot intervals. The fabric shall be fastened to Eine posts with the wires on post clips and to tension wires with hog rings. The fasteners shall be spaced at approximately 14 inches on line posts and at approximately 18 inches on tension wires. Wire shall be given at least one complete turn. Hog rings shall be closed with ends overlapping. The tension wires shall be wrapped around terminal posts. Surplus excavated material remaining after the fence has been constructed shall be disposeu of in a uniform manner. hleaaurements - Quantities of chain link fence to be paid for will be determined by the linear feet from actual measurements, such measurements to be made parallel to the ground slope along the line of completed fence deducting the widths of the openings. -4- Specifications - Lake Park Undeveloped 13 Acre Fence - Continued The above price and payments shall include full compensation for furnishing all labor, materials, and incidentals, and for doing all the work involved in constructing chain link fence and gates, complete In place on approval of Parks Superintendent FINAL ACCEPTANCE OF WORK The Contractor will notify the Parks Superintendent, in writing, of the completion and the Parks Superintendent will promptly satisfy himself as to the actual completion, and when he is satisfied he will recommend accept& -nee to the City Council at its next regular meeting. The date of completion will be the date of acceptance of the work by the City Council. FINAL PAYMENT The Parks Superintendent shall. after the satisfactory completion of the contract, make a final estimate of the amount of work done, and the City of Lodi shall pay the entire amount dti!. The final payment shall not be due and payable until the expiration of thirty-five (35) days from the date of acceptance of the work by the City Council provided no liens have been filed.
