$10,050 was appropriated by the City Council for
payment of Lodi's pro -rata share of the costs
for the San Joaquin County Strategic Plan.
Council had conditioned its approval of the
release of funds contingent upon a ocmmitment by
the private sector and the participation of the
other cities in the County. Mr. Michael E. Lock,
Public Sector Co -Chair for the San Joaquin
County Strategic Plan has advised that 60% of
these funds have been secured and that the
remaining funds should be in place by July 5,
1985.
The total project cost at this time is estimated
to be $145,000 and should take approximately nine
to ten months to ccnplete. The Corporation has
selected the URSA Institute of San Francisco to
assist in the preparation of the plan.
Council was requested to release the
appropriated on August 15, 1984, approve the
Agreement Providing for Participation Funds (In
the Sum of $10,050.00) By the City of Lodi
Together with Other Local Public Entities to
Provide Funds for San Joaquin County Strategic
Plan, A California Non -Profit Public Benefit
Corporation, and to authorize the City Manager
and City Clerk to execute the subject agreement
on behalf of the City.
Council authorized the City Manager to release
appropriatedfunding for the County Strategic
Plan upon the meeting of certain conditions and
approved the subject agreement.

RECOMMENDATION: To approve release of funds appropriated on August 15, 1984
for payment to the San Joaquin County Strategic Plan.
BACKGROUND: On August 15, 1984 $10,050 was appropriated by the City Council
for payment of Lodi 's pro -rata share of the costs for the San
Joaquin County Strategic Plan.
Michael Locke has requested payment by June 30th on behalf
of the Board of Directors (letter attached).
Council conditioned the approval cf the release of funds
contingent upon a commitment by the private sector and the
participation of the other cities in the County. Mr. Locke
states in his letter that 60% of these funds have been
secured and that the remaining funds should be in place
by July 5, 1985.

As Public Sector Co -Chair and on behalf of the Board of
Directors of the San Joaquin County Strategic Plan Corporation,
I have enclosed a proposed Agreement providing for your
participation in funding of the public sector portion of this
project. This proposal is in conjunction with the previously
discussed participation on the part of your city and funding a
share of the overall project.
The.total project cost at this time is estimated to be $145,000
and should take approximately nine to ten months to complete.
As you are aware, Gaye Papais is your representative on the
Board of Directors and has been actively participating in the
reorganization and consultant selection for the Corporation.
The Corporation has selected the URSA Institue of San Francsico
to assist in the preparation of the plan. I have enclosed their
Report #1, Orientation, which will be discussed by the Board at
its next meeting on June 17, 1985. This is a brief overview of
the approach and the scheduling identifying the various tasks
and anticipated time frame. I would point out that we
anticipate that time frame to slip with the beginning date at
approximately July 5. As you will note in the review of the
Contract, many of the previous issues and concerns which have
been raised with this project have been resolved. Formal
structuring of the Corporation, provision of insurance, adequate
fiscal management and proper selection of consultant services
has been accomplished.
We, on the Board of Directors, are very enthusiastic about this
undertaking and the prospects this project holds to assist in
the development in the better understanding of the issues which
impact San Joaquin County and the potential for enhanced
communication and policy development for each one of us in San
Joaquin County.
As is generally the case, I would request your assistance in
bringing this matter to your City Council at your earliest
possible opportunity so that we might get these agreements
authorized and the funding received by the end of the current
fiscal year. At this time it is our target to attempt to have
all funding in place by the end of June. I appreciate the

stress that this may place on your organization, but in this
matter I am requesting your cooperation in attempting to achieve
that goal.
In the area of public sector financing, approximately 60 percent
of the target goal has been identified and commitments
established. It is the opinion of our subcomittee on private
sector financing, headed by Phil Wallace, that the balance of
the funds should be in place by our target date of July 5.
If you have any questions in regards to the project or its
scheduling or would like a presentation at your Council meeting,
please contact me at your convenience, and we will see that
either myself or Wayne Trevena, the Private Sector Co -Chair,
will be present for discussion on this matter.

VACANCY CN City Clerk Reimche advised the Council that a letter had

On motion of Council Member Olson, Hinchman second,
Council directed the City Clerk to make the necessary
posting for this vacancy on the Crime Awareness and
Prevention Cormission.
CGWYHNM BY Mayor Randy Snider addressed the Council sharing some of
CITY COUNCIL his experiences in his work with the Olympics. Mayor
MEMBERS Snider was wearing the uniform from the Olympics, showed
some of the various pins that he had collected as

various problems. Further, the Police Department was
asked to do additional patrolling in the subject area to
assist in resolving some of the problems being
encountered.
