BACKGROUND INFORMATION: The contract was awarded to Diede Construction, Inc., of Lodi, in the amount of $127,596.50, on February 1, 2012. The contract has been completed in substantial conformance with the plans and specifications approved by -City, Council_ The project included replacing the gutters, the damaged roof structure, and composition roofing at the four passenger shelters; rerouting and connecting eight existing downspouts to new gutters at the passenger shelters; pressure washing and painting the passenger shelters, North Annex, South Annex, and main Transit Station; removing and replacing concrete expansion caulk joints at the platform surrounding all the buildings and shelters; replacing the louvered covers at the South Annex; and repairing the South Annex clock. The contract completion date was May 29, 2013. The final contract price was $184,339.44. The difference between the contract amount and the final contract price is due to five change orders ($54,874.63) and increased unit quantities for caulking ($1,868.31). The five change orders included: Change Order No. 1: Increase in paint material cost from contract award date until notice to proceed date due to a legal protest. Additional painting of metal items requested by the Transit Division and removal and replacement of dry -rot wood fascia boards at the pedestrian shelters. ($9,973.00) Change Order No. 2: Additional plaster work on South Annex break room building low wall area and repair of existing copper gutters at South Annex and main Depot buildings. Included repair of bent areas and re -soldering of all joints. ($9,948.00) Change Order No. 3: Painting of walls and ceiling and epoxy finish on floors at main Depot building bathrooms and South Annex vestibule area. Repair existing damaged soffit/wall/ceiling area of South Annex clock tower office. Included removing and replacing damaged sheet rock, plywood and painting. Weatherizing of tower mid-level area to prevent future damage. Replacement of one mirror in one of the main Depot bathrooms. Service of South Annex tower HVAC unit. ($16,106.00) Change Order No. 4: Replacement and painting of two metal panels at the pedestrian shelter damaged by vandalism. South Annex clock sound system equipment costs exceeding the contract allowance amount. Replacement of three glass panels at the South Annex canopy. Overhead and profit for additional caulking work performed. Base contract has a separate unit price for lineal feet of caulking and overhead and profit. Fabrication, installation and painting of 256 vertical metal stops at the four pedestrian shelter perforated panels to add support to help prevent vandalism. ($11,419.00) Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: The project will reduce the maintenance costs at the facility.
