INITIATE WHITE SLOUGH WATER POLLUTION CONTROL PLANT REORGANIZATION #4
RECOMMENDED ACTION: That the City Council adopt a resolution
initiating the annexation of White Slough
Water Pollution Control Plant
Reorganization No. 4, a 493.4 acre, non-contiguous, public owned
annexation.
BACKGROUND INFORMATION: Since March, 1974 the City has been
conducting non-contiguous annexations at
the White Slough Water Pollution Control
Plant. The size of the annexation has been based .on the maximum
amount of area permitted by State law. The previous annexations
contained a total of 270 acres. In 1985 the Annexation Laws were
again amended to permit cities to annex total amounts of land being
used for sewage disposal. The staff is recommending that an
additional 493.4 acres be added to the White Slough incorporation
area.
The area proposed for annexation is not affected by either the
restraints of Measure "A", the Greenbelt Initiative nor the LAFCO
requirements concerning prime agricultural land or the amount of land
in the City limits for future growth.

territory consistent with standards acceptable to the County Surveyor's
Office.
3. Fifteen (15) copies of maps showing affected territory and affected
agencies (maps to be no smaller than 8V'x 11" which is the most
preferable size and shall be no larger than 18" x 26".
4. Filing and processing fees in accordance with LAFCO fee schedule.
The following persons (not to exceed three) are to be mailed copies of the
Executive officer's Report and Notice of Commission 'hearings regarding the
subject proposal.

WHEREAS. the subiect area proposed to be annexed to the City of
Lodi is uninhabited, and
WHEREAS, no new districts are proposed to be formed by this

certain 110 acre annexation known as "WHITE SLOUGH NO. 3
