WHEREAS, the existing seven cents per gallon State Gasoline Tax '>has been unchanged since 1963; and WHEREAS,, this seven cents per gallon tax in today's dollar Is only north.) -1/2 cents in purchasing power; and WHEREAS, only seven states, including California, have not increased their gasoline tax since 1963; and WHEREAS, the last comprehensive needs study for local streets and roads In 1978 -indicated that a 63 percent revenue, Increase was needed to meet the revenue shortfall; and WHEREAS, the extsting motor veh I eta. -account fees nowhere near paying their own way, and SB 21-5 would make those areas self-supporting; and WHEREAS, without the additional funds to maintain our existing roads, there will be a definite impact upon the transportation of agricultural products In Lodi and ali of the cities of the San Joaquin Valley;; and WHEREAS, without the passage of. Senate U11 ,215, or a lake bill,, the ` City of Lodi and the other cities and count=fas wl thIn California-, will be 'unable to protect the investment which they have in their existing street system; and WHEREAS. California titles and counties have been required to supplement gas tax revenues with substantial amounts of rapidly diminishing local funds In order to provide a reasonable level of maintenance and improvement to streets and highways; and WHEREAS, the City Council of Lodi understand the 2 cents per gallon Increase In Senate Bill 215 will financially affect our citizens, however, we feel strongly that it is needed and must be considered now. NOW, THEREFORE, BE IT RESOLVED that the City of Lodi does support the current Senate Bill 215 recognizing, however, that it represents only a partial solution to California's total transportation funding needs.
