REtMOHK CITY CLERK — June 7, 1982 CITY OF LOM City Council e City Nall Lodi, California Dear Lady and Gentlemen: With the advent of the addition to Lodi Memorial Hospital with its new emergency entrance it has increasingly become more evident that a crosswalk is a necessity between Lodi Memorial Hospital and Fairmont Rehabilitation Hospital. There is a constant interchange of patients to and from both facilities, ambulatory, wheel chairs, and occasional gurney exchange which obviates crossing Fairmont Street safely. A crosswalk is proposed per pian with a graded curb both sides of the street seemingly appropriate. A positive confirm- ation and approval of this request would be appreciated. STEIN City Attorney This letter will confirm the action taken by the Lodi City Council at its regular meeting of November 17, 1982 whereby the City Council denied your request for a mid -block crosswalk between your facility and the Lodi Memarial Hospital. The Public Works Department did not feel it could make a positive recommendation to the City Council for the installation of the mid -block crosswalk as proposed for the following reasons: i. rhe:y may cause pedestrians to have a false sense of security with respect to vehicular traffic. 2. They may cause a greater number of rear end collisions due to pedestrians not waiting for gaps in traffic. 3. They may cause an increase in fatal and serious injury accidents, because crosswalks are usually considered to be safety devices. However, accident studies show a disproportionate accident rate in terms of marked versus unmarked crosswalks, probably due to a less cautious pedestrian attitude at unmarked walks. 1.
