We are in receipt of your May 25, 1984 letter inviting the City of
Lodi to join your coalition. Please be advise that your letter was
presented to the Lodi City Council at its regular meeting of June 6.
1984. Fay motion action, the City Council authorized the City of Lodi
joining the San Joaquin HTployers Health Service Coaliation and
designated Assistant City Manager Jerry Glenn to be the City's
representative and for the City's Finance Director Ribert 11olm to
serve as alternate.
Ile would appreciate it if you would see that Mr. Glenn and Mr. Holm
receive notification of future meetings.
Should you have any questions regarding the Council's actions in this
matter or need any further information please do not hesitate to call
this office.

Dear Henry:
The San Joaquin Employers Health Service Coalition was a
major topic at the May 10, 1984 meeting of County and City
officials, held at M'ickie Grove. There appeared to be a wide-
spread interest in joining the Coalition. Because of this
interes', I stated that I would extend an invitation to other
jurisdictions, welcoming their participation.
The Coalition is currently composed of five member
employers, represented by the listed official:
San Joaquin County - Ev Stiles, Director of Personnel
Services
Stockton Unified School District - Jack Phar, Risk Manager
University of the Pacific - Ed Case, Director of Personnel
Services
City of Stockton - Gary Ingraham, Director of Finance
San Joaquin County Schools (Eleven School Districts) --
Gaylord "Ace" Nelson, Superintendent
The Coalition officially began operations during November of
1982. Before that, we had operated as a group of employers with
a common interest in containing the cost of employee benefit
plans. The efforts of the Coalition to date have been primarily
in the area of employee medical plan benefits. As you are aware,
medical costs have been escalating much more rapidly than costs
in other segments of the economy. In fact, most employers have
been facing annual medical plan cost increases of 20% or more,
compounded.
The greatest effort of the Coalition has been to work with
the San Joaquin County Foundation for Medical Care to initiate
cost containment programs. Some preliminary work has been done
to work with area hospitals in the near future. In addition, the
Coalition serves as an information exchange as well as conducting
research on cost containment methods and stratet es.

Although the Coalition fu-nctions by consensus on many issues,
the members are free to operate independently. As the Coalition
increases its membership, some additional formality may become
necessary but hopefully structure can be kept to a minimum as the
Coalition works for the common benefit of its participants.
If your jurisdiction wishes to join the Coalition, send me
the name of your designated representative. That person will be
notified of future meetings. When the designated representative
is unable to attend, a replacement is welcome.
