BACKGROUND INFORMATION: Attached is a letter from the County of San Joaquin dated May 22 related to the required Triennial Review of the Solid Waste Management Plan. Attached for your information are the minutes of the last meeting of the Solid Waste Policy Committee held on May 21, 1984. Based on discussion which took place at this last meeting, the County is now asking each City to pass a resolutior, which includes the following: "Approving the proposed time schedule of the Triennial Review; *Authorizing hiring a consultant to be selected by the Solid Waste Policy Committee; *Authorizing the County of San Joaquin to be the lead agency in the engagement of the consultant; *Agreeing to share in the consulting fee based on the percent Z pula ion as shown in the attached letter. ack L. The committee concurs that a consultant should be hired to prepare the triennial review of the County Solid Waste Plan. Since the plan must be completed in about 8 months, work must progress fairly quickly. Attached is a proposed time- table which must be presented to the Waste Management Soard by June 13, 1984. Selection of the consultant will be by the Solid Waste Policy Committee. payment of consultant fees will be similar to payment for the original Solid Waste Plan. The $59,400 cost of the original plan was paid by the cities and County by proportion of population. Cost for the update is not yet known. George barber, representing the County, opened the meeting with a roll call. present were Harry Montgomery and Joe Walker representing the City of Stock ton; Jack Ronsko representing the City of Lodi; Clarence Smit representing the City of Ripon; and bill Silva and Mike Locke representing the City of Tracy. Also present were County staff members Frank Angelini, Terrence Deruody, Gene Del-ucchi and Tom Horton. Absent were representatives for the City of Escalon and the City of Manteca. ends Item 1. An update was presented on the action of the California Waste Management board accepting the San Joaquin County Plan Review Report. "*ads Item 2 . The County staff recommendation to hire a consultant to. perform the review was discussed. All present expressed that a consultant should be hired to perform the review. Representatives are to meet with their respective counsels to seek authorization to proceed with selection of a consultant. The method of payment of consultant fees would be similar to that used to pay for the original Solid Waste Management Plan, based on a percentage of the population. Cost of the original plan was $59,400. The review should cost less. Tom Horton is to submit population and percentage data. Agenda Item 3. The timetable for performing the review was discussed.
