Specifications for the purchase of 672 watthour meters are presented for
Council's approval and permission to advertise for bids is regtiested.
The bid opening date has been set for Tuesday, July 8, 1986.
The meters will be used to meter electric energy usage at the followint;
developments:
Johnson Ranch
Meadows #2
Noma Ranch #2
Park West X66 and #7
Sunwest IM, #5, #6 and #7
Tandy Ranch #2
Tucker Apartments
Whispering Oaks
An apartment complex at Lockeford and Churc'i Streets.
Meters needed will also be used in various smaller developments through-
out the city and to maintain an inventory for other needs as they develop.
The estimated cost of this purchas, is $23,000 with delivery expected in
approximately three months. Sufficient funds are available in the Electric
Utility Department's operating fund for this purchase.

SUBJECT: SPECIFICATIONS FOR THE PURCHASE OF PADrIOUNT TRANSFORMERS - FUD -86-6
Specifications for the purchase of twenty 50 KVA and twenty 75 RVA single-
phase and. one 150 KVA, one 300 KVA and four 500 KVA three-phase padmount
transformers are presented for Council's approval and permission to
advertise for bids is requested. The bid opening; date has been set for
Tuesday, July 8, 1986.
The transformers will be used to serve:
Sunwest #4, #5, #6 and #7 Needham Schcol
Noma Ranch #2 Woodlake Plaza
Johnson Ranch 831 East Industrial Way
Whispering Oaks #2 40 Neuharth Drive
Park West #6 and #7 Arbor Place Ad.'ition

and to replenish the inventory of backup units.
The estimated cost of this purchase is $103,000. Funding is available in
the Electric Department's operating fund. Delivery is expected in
approximately six months. .

RECOMMENDED ACTION: That the City Council approve the specifications for rock and
sand material and authorize the Purchasing Agent to advertise for bids to be received
Wednesday, June 18, 1986.
BACKGROUND INFORMATION: The city advertises for rock and sand material on an annual
basis. This bid will cover rock and sand material needed during the fiscal year
July 1, 1986 through June 30, 1987.

NOTICE TO BIDDERS AND SUPPLIERS
OF ROCK AND SAND MATERIAL
The City of Lodi invites sealed proposals for furnishing rock and sand
material for the 1986-87 fiscal year conforming to specifications on file
in the office of the Public Works Director, City Hall, Lodi, California,
where copies of said specifications may be inspected or obtained.
Sealed proposals shall be delivered to the Purchasing Agent at Lodi City
Hall, Call Box 3006, 221 W. Pine Street, Lodi, CA 95241-1910, on or
before:
11:00 A.M., Wednesday, June 18, 1986
and will be opened on the above day and hour in the City Hall Council
Chamber, City Hall, Lodi, California.
The City of Lodi reserves the right to reject any or all bids, or to accept
other than the lowest bid.
Reference is hereby made to said specifications for further details, which
specifications and this notice shall be considered part of any contract
made pursuant thereto.

Sealed proposals marked "Bid on Rock and Sand Material" will be received
by the Purchasing Agent in his office, City Hall, Call Box 3006, 221 West
Pine Street, Lodi, CA 95241-1910, until 11:00 A.M., on Wednesday,
June 18, 1986, at which time they will be publicly opened and read for
the following quantities of rock and sand material.

BID REQUIREMENTS
1. All bids shall be submitted on the bid proposal form attached.
2. All rock and sand shall comply with the requirements of the 1981
Standard Specifications published by the Division of Highways,
California Department of Public Works.
3. Successful bidder shall supply rock and sand material at bid price
from July 1, 1986 through June 30, 1987 - a total of 12 months.
4. The City of Lodi reserves the right to increase or decrease any of
the quantities within reasonable limits (plus or minus 25%).
5. The award will be made by the Lodi City Council at its meeting on
Thursday, July 2, 1986.
6. Partial bids may be submitted.
7. The bid may be awarded to one or more suppliers, depending on
actual bids received.
8. The City of Lodi reserves the right to reject any or all bids
received.

following quantities of asphalt material:
Item No. 1: 2,600 Tons of Dense Grade Asphalt Concrete,
Type B, 3/8"

BID REQUIREMENTS
1. All bids shall.be submitted on the bid proposal form attached.
i 2. Asphalt concrete shall be delivered into the hopper of paving
machine at the time, rate and location as determined by the City
Engineer.
3. All asphalt material shall comply with the requirements and
amendments of the 1984 Standard Specifications published by the
ti Division of Highways, California Department of Public Works.
4. Asphalt concrete shall be Type B and shall conform to the provisions
of Section 39 of the Standard Specifications and these special
provisions.
The amount of asphalt binder to be mixed with the aggregate shall be
between 4 percent and 7 percent by weight of the dry aggregate.
The supplier shall submit an asphalt concrete mix design by a
certified testing laboratory 30 days after award of bid.
All bituminous binder shall be viscosity grade AR -4000 liquid
asphalt, conforming to those applicable parts of Section 92 of the
Standard Specifications.
5. Successful bidders shall supply asphalt material at bid price from
July 1, 1986 through December 31, 1986, a total of six months.
6. Partial bids may be submitted.
7. The City of Lodi reserves the right to increase or decrease any of
the quantities within reasonable limits (plus or minus 25%).
8. The award will be made by the Lodi City Council at its meeting on
Wednesday, July 2, 1986.
9. The bid may be awarded to one or more suppliers depending on the
actual bids received.
10. In awarding the bid on Alternate A (F.O.B. Plant), the City will
award the bid based on the bid received, the City's hauling costs,
road conditions to plant and any other related factors.
11. Cost of standby time shall be considered as included in contract
price for asphalt concrete.
12. The City of Lodi reserves the right to reject any or all bids
received.
