RECOMMENDED ACTION: That the City Council approve the specifications for Asphalt
Reiuvenating Aqent and authorize the Purchasing Officer to advertise for bids to
be received June 17, 1987.
BACKGROUND INFORMATION: The City advertises for Asphalt Rejuvenating Agent aF
needed and is used in sealing of streets that were newly constructed or have
been paved in the last year.

The City of Lodi invites sealed proposals for furnishing Asphalt
Rejuvenating Agent conforming to specifications on file in the office of
the Public Works Director, City Hall, Lodi, CA, where copies of maid
specifications may he inspected or obtained.
Sealed proposals shall be delivered to the Purchasing Officer at Lodi City
Hall, Call Box 3006 (221 W. °ine Street), Lodi, CA 95241-1910, on or
before:
11:00 A.M., JUNE 17, 1987
and will be opened on the above day and hour in the City Hall Council
Chambers, City Hall, Lodi, CA.
The City of Lodi reserves the right to reject any or all bids, or to
accept other than the lowest bid.
Reference is hereby made to said specifications for further details, which
specifications and this notice shall be considered part of any contract

BID REQUIREMENTS
1. All bids shall be submitted on the attached bid proposal form.
2. The Asphalt Rejuvenating Agent shall be as manufactured by Witco
Chemical, Division of Golden Bear or equivalent.
3. The Asphalt Rejuvenating Agent shall be composed of a petroleum resin
oil base concentrate and shall conform to the following physical and
chemical requirements ,

6. Asphalt Rejuven:.ting Agent shall be delivered within ten days after
award of contract.
7. The City reserves the right to reject any or all bids received.
8. The award will be made by the City Council at its greeting on
Wednesday, June 17, 1387.

BACKGROUND INFORMATION: The City advertises for asphalt materials on a semi-annual
basis. This bid will cover asphalt materials needed during the first and sec3nd
quarters of fiscal year July 1, 1987 through December 31, 1987.

Purchasing Officer in his office, Lodi City Hall, Call Box 3006, 221 W.
Pine Street, Lodi, CA 95241-1910, until 11:00 A.M., Wednesday, June 17,
1987, at which time they will be publicly opened and read for the
following quantities of asphalt material:
Item No. 1: 2,600 Tons of Dense Grade Asphalt Concrete,
Type B, 3/8"
Item No. 2: 250 Tons of Dense Grade Asphalt Concrete,
Type B, 1/2"
BID REQUIREMENTS
1. All bids shall be submitted on the bid proposal fora: attached.
2. Asphalt concrete shall be delivered into the hopper of paving
machine at the time, rate and location as determined by the City
Engineer.
3. All asphalt material shall comply with the requirements and
amendments of the 1984 Standard Specifications published by the
Div=sion of Highways, California Department of Public Works.
4. Asphalt concrete shall be Type B and shall conform to the provisions
of Section 39 of the Standard -Specifications and these special
provisions.
The amount of asphalt binder to be mixed with the aggregate shall be
between 4 percent and 7 percent by weight of the dry aggregate.
The supplier shall submit an aaphalt concrete mix design by a
certified testing laboratory 30 days after award of bid.
All bituminous binder shall be viscosity grade AR -4000 liquid
asphalt, conforming to those applicable parts of Section 92 of the
Standard Specifications.
5. Successful bidders shall supply asphalt material at bid price from
Judy 1, 1987 through December 30, 1987, a total of six months.
6. Partial bids may be submitted.
7. The City of Lodi reserves the right to increase or decrease any of
the quantities within reasonable limits (plus or minus 25%).

9. The bid may be awarded to one or more suppliers depending on the
actual bids received.
10. In awarding the bid on Alternate A (F.O.B. Plant), the City will
award the bid based on the bid received, the City's hauling costs,
road conditions to plant and any other related factors.
11. Cost of standby time shall be considered as included in contract
price for asphalt concrete.
12. The City of Lodi reserves the right to reject any or all bids
received.
