SUBJECT: FIRE DEPARTMENT SUPPLIES PURCHASING
In a significant cost -savings effort the Fire Department has joined
eleven other Stanislaus.and San Joaquin. County Fire agencies to get
volume pricing on departmentalsupplies needed for the upcoming fiscal
year.
The program, coordinated by the Riverbank Fire'Department, uses combined
totals of all supply items required by the twelve agencies, and sends
the entire list out for bid:
This year, ten suppliers responded to the program, with results shoom on
attached. As expected, many of the prices quoted were substantially lower: ,
than if our Fire Department alone hay'. solicited bids, and the suppliers
participating in the program are all those we.'
would have otherwise contacted
in the process of purchasing'the depeaxtment' operating needs.
In order for us to participate in this, program we will require approval
of the City Council (IMC.Section 3.20.090).` Under said section we.also`
must require that Riverbank's purchases in our behalf be made in conformity
with the IMC as it pertains to purchasing."
I have determined that their procedures conform to our Code Section 3.20:110
Open Market Procedure) except that our total involvement in the program-
would exceed -$5,000.. Hoi,�ever, no: szncrle. supplier.. would be respons ble. for
over $501000in materials to the City of Lodi; further, if (instead): --purchases
were made periodically;: by Lodi during the course of ahe;year,':no:sngle
orde_.would exceed $5,000."__The combined total of'all items'and all supplzers;
ldsoindicatedoneurlsedoe!; exceed $5,000, and that total wouh'order
issued to the City of 'Riverbank (Riverbank then takes all twelve �;orders,
combines like items, '.then issues City of,'Riverbank purchase orders to .the
respective su sfuli bidders for. ,indiv._idual items'or groups o€ items)
P,dditionally, we;would:need to post in;;City Hall a'Public Notice of our intent z` 4�"�

code.

RESOLUTION NO.87-58
RESOLUTION AUTHORIZING THE PURCHASING OFFICER
TO CONTRACT OR PURCHASE SPECIFIC FIRE DEPARTMENT
SUPPLIES, SERVICES OR EQUIPMENT WITH THE SAN J"AQUIN
COUNTY AND STANISLAUS COUNTY FIRE AGENCIES
WHEREAS, Lodi Municipal Code, Section 3.20.040, Exemptions from
Centralized Purchasing, alrthorizes the Purchasing Officer, with Council
approval, to purchase m tract,for specified supplies, services or
equipment independent! the Purchasing Department.
BE IT RESOLVED that the Purchasing Office- is hereby authorized to
purchase or contract for specific supplies, services or equipment
required by the Fire Department jointly with the Fire Agencies of San
Joaquin County and Stanislaus County.
Dated: June 3, 1967
