HomeMy WebLinkAboutAgenda Report - June 2, 1982 (40),--� • b; CITYCOUNCIL MEETING JUNE 2, 1982 "KO" VOTE URGFD The City Clerk presented for Council's perusal it copy of San ON PROPOSITION 9 Joaquin County Board of Supervisors' Resolution No. R-82-791, "Resolution Opposing the Authorization, Funding, and Construction of the proposed Peripheral Canal as authorized by Senate Bill No. 2DO and urging a "No" vote on Proposition 9 at the June 8, 1982 election". i r � � ti RECEIVED ��QQ BEFORE THE BOARD OF SUPERVISORS OF THE SAN JOA 0%r0A0% CONTROL AND WATER CONSERVATION DISTRICT, STATE ALICE Ma R-82�-��, AL CITY CLERK CITY OF LODI RESOLUTION OPPOSING THE AUTHORIZATION, FUNDING, AND CONSTRUCTION OF THE PROPOSED PERIPHERAL CANAL AS AUTHORIZED BY SENATE BILL NO. 200 AND URGING A "NO" VOTE ON PROPOSITION 9 AT THE JUNE 8, 1902, ELECTION WHEREAS, on June 8, 1982, there will be held an election. throughout the Stare of California at which Senate Bill No. 200 of the 1980 session of the California Legislature will be sub- mitted to the voters of the State as a result of a referendum petition which was submitted following the enactment date of said statute and will appear on the ballot as Proposition 9; and WHEREAS, said Senate Bill No. 200 in authorizing the con- struction of the Peripheral Canal will not be in the best interests of the County of San Joaquin or of its residents and landowners and presents a threat to the economy of the County and particularly of the Delta area; and WHEREAS, the construction and operation of the proposed Peripheral Canal will require the taking of some 6,000 acres of prime agricultural land for the construction of the canal itself and the loss of additional acreage from seepage from that canal, will cause severance damage to additional prime agricultural land, will sever and impair utilities and local road systems, will create significant new flood dangers to agricultural lands and urban areas within San Joaquin County, will adversely affect the water rights of water users within San. Joaquin County, and will seriously im- pair the maintenance of an adequate supply of water of good qualify for all beneficial uses, and the maintenance of fish, wildlife, and other recreational resources within this County; and WHEREAS, the cost of construction of the projects authorized by Senate Bili No. 200 which are now contemplated to be constructed t OF1HF SON fILEa " Y. 8_*V)of the a— hrew J by the Department of Water Resources is estimated to be .S. 3.1 bi1L3:o% dollars plus unknown additional costs plus interest with the escalated cost being estimated by the Department of Water Resources as being 5.4 billion dollars which costs repre- sent an unreasonable financial burden; and WHEREAS, there is a viable alternative to the proposed Peripheral Canal project which would permit the transfer of water from the Sacramento River through the existing channels of the Sacramento -San Joaquin Delta to Clifton Court Forebay that can be constructed much more speedily and at substantially less cost than the proposed Peripheral Canal project and will not create all the damage and problems that would be created by the con- struction of the isolated Peripheral Canal; and WHEREAS, Gerald T. Orlob, Professor of Civil Engineering at the University of California at Davis, has examined and studied the proposed Peripheral Canal and also the proposed in -channel alternative and has concluded that the alternative water tra.isfer plan provides significant benefits over the proposed Peripheral Canal; NOW, THEREFORE, this Board t"- qupervisors does hereby oppose the authorization, funding, and construction of the proposed Peripheral Canal project authorized by Senate Bill No. 200 and does urge the voters to vote "no" on Prop.sition 9 that will appear on the ballot at the June 8, 1982, election.
