HomeMy WebLinkAboutAgenda Report - June 2, 1982 (43)COMMENTS BY CITY Following receipt of a petition from residents in the area of COUNCIL MEMBERS Laurel Avenue requesting that the $1.00 entrance fee to Lodi Lake Park be rescinded. The following persons addressed the LODI LAKE PARK Council on the matter and on problems being encountered in the area of Lodi Lake Park: a) Mr. A. M. Mellor, 1008 Laurel Avenue, Lodi b) Mr. Miles Cope, 1012 Laurel Avenue, Lodi c) Mr. Frank Alegre, 2000 Edgewood Drive, Lodi d) Mr. Leon Mitchell, 525 N. Sunset Drive, Lodi A lengthy discussion followed with questions being directed to Staff and to members of the audience who had given testimony. Mayor Fred Reid then appointed the following Task Force to study the matter, asking that the Task Force return to Council next month with their recommendations: Chairman - John (Randy) Snider - Councilman James Schroeder - Community Development Director Marc Yates - Chief of Policc TO THE LODI CITY COUNCIL Since starting to charge cars a dollar entry fee begining at noon at Lodi Lake, the parking has switched to Laurel Ave., with the occupants of the cars using the sidewalk, the levee and that portion of the park just across the levee. This congestion on Laurel Ave. continues from, MOO noon until about 8:30 in the evening when the cars begin to thin out due to the "No Parking After Nino" signs along Laurel Ave. We voderstand this change in entry fees and the 12:00 time of imposing Lien has greatly improved conditions on the north side of the Lake. At the sans time, the use of the Park adjacent to Laurel Ave., where the new play area for children has been built- including the expsnsive,new slide complex - has greatly diniaished by families with children, during the afternoon when the street and Park are crowded. There is a lot of drinking along the levee. Judging by the empty cans, bottles and battle caps, a very large part of it is beer. Yc are asking that the cine dollar charge begining at noon be discontinued We isnow that this will probably bring back the problems of the north side but we feel that that problem should be dealt with where it edets.If the problems at the Lake are due to drinklft;.-.re believe that alcoholic beverages should be barred from TAdl Lake Park. Reimche City Clerk SUBJECT: Task Force to Study Problems at Lodi Lake Park This Memorandum will confirm that Mayor Fred Reid at the regular Council Meeting of June 2, 1982 appointed the follow- ing persons to a task force to study problems and concerns being encountered at Lodi Lake Park: Chairman/Councilman Randy Snider Jim Schroeder, Community Development Director Marc Yates, Chief of Police David Hinchman, Parks and Recreation Commissioner Mayor Reid directed that the task force meet as soon as possible and come back to the Council with its recommendations next month. Mayor Raid directed that Staff prepare recommendations fon; presentation at the June 2, 1982 council meeting for the formation of a five-uadx r Task Tox to look into problems at Lodi Lake Park. The Task Toarce will consist of representatives from the following: a) Member of the City Council b) Community Deveaopment c) Parks and Recreation d) Police Department e) Repreecatative fres the young People from the area of concern at the Lake. The charge of the Task Force will include consideration of a) elimination of parking on the north side of the lake b) possible "persaits" for parking on the north side by groups using the area c) Noise ordinance - obtain copy of Stockton lois* osdiraace It was also suggested that the mattes be placed on the agenda for future Shirtsleere discussion. Mayor Fred Reid appointed the following task force to study he problems in that area: Chairman Councilman John (Randy) Snider; James Schroeder, Community Development Director; Marc Yates, Chief of Police; David Hinchman, Parks and Recreation Commissioner. Mayor Reid directed that the task force meet as soon as possible and come back to the Council with its recommendations next month.
