CITY COUNCIL MEETING
JUNE 1, 1983
Council Member Murphy apprised the Council of a recent
meeting that he, Mayor Olson, City Manager Glaves, and the
City Clerk had with Senator Garamendi. Following
discussion, on motion of Council Member Murphy, Pinkerton
second, Council directed the City Clerk to forward a letter
to Governor George Deukmejian regarding the City's position
on compulsory and binding arbitration.

The City Council of the City of Lodi joins cities throughout California in
voicing its strong opposition to the enactment of oacptilsory and binding
arbitration legislation.
Such legislation would make a profound and detrimental change in the basic
authority of local governments.
Local gaveriments have apposed forced arbitration for more than a decade,
arguing that questions of pay and working conditions can only be answered
through bargaining. Such legislation would cause cities to lose cmtrol
over their budgets if forced to allow a third party, unelected and
unfamiliar with local financial and political conditions, to write
contracts for police officers and firefighters.
We urge that cities be allowed to preserve their right to bargain directly
with their own euplcyees.
