Such legislation would make a profound and detrimental change in the basic authority of local governments. Local gaveriments have apposed forced arbitration for more than a decade, arguing that questions of pay and working conditions can only be answered through bargaining. Such legislation would cause cities to lose cmtrol over their budgets if forced to allow a third party, unelected and unfamiliar with local financial and political conditions, to write contracts for police officers and firefighters.
