Current and future users of the White Slcugh facility will
be responsible for paying for the expansion because tyre
are no longer state or federal grants available for normal
plant expansion.
Under the existing ordinance established in 1977 fran State
guidelines, according to Mr. Requa, the City cold have
raised sewer rates and connection fees substantially, but }
instead it used reserve funds to keep the cost to consumers
down. Discussion followed regarding financing methods
including sewer connection fees on new development and
increasing monthly sewer service charges to the users.
Mayor Reid requested that additional economic. analysis be
done and requested that a public hearing be scheduled on
the matter once Black and Beach have presented their final
report. Also, staff was requested to prepare a formal
recommendation following receipt of the final report
