The following sewer connection and service charge survey was presented: A01TO iRNED RE)G1 1AR COLU7111, MEE71 L N_ May 28, 1986 Monthly Sewer City EXPANSION WHITE Council was apprised that the City's consulting firm of SIOCIGH WATER Black and Veatch has recently completed a Facility, POLLUTION CONTROL Operations, and Financial Analysis for the needed expansion PLANT' on the City's White Slough Water Pollution Ccltrol Chico Facility. Based on the build -out of residential, 3.40 industrial and coarercial within the existing city limits, o �7ia an expansion of the treatment facility will be necessary. qq This study shows that this expansion is needed to be on 4.75 line by approximately 1990. 1370 David Requa and Jay Buehler of the City's consulting firm Manteca of Black and Veatch addressed the Council explaining the 5.75* expansion needs, possible construction, cost projections, 780 phasing and alternate methods of financing. Mr. Requa Clovis recommended the $8 million expansion project be divided 4.00* into two phases and financed with 20 -year revenue bonds. Under the existing ordinance established in 1977 fran State guidelines, according to Mr. Requa, the City cold have raised sewer rates and connection fees substantially, but } instead it used reserve funds to keep the cost to consumers down. Discussion followed regarding financing methods including sewer connection fees on new development and increasing monthly sewer service charges to the users. Mayor Reid requested that additional economic. analysis be done and requested that a public hearing be scheduled on the matter once Black and Beach have presented their final report. Also, staff was requested to prepare a formal recommendation following receipt of the final report
