Based on the build -out of residential, industrial and commercial within the existing city limits, an expansion of the treatment facility will be necessary. This stu& shows that this expansion is needed to be on line by approximately 1990. Mr. Requa reccmnenaec the $8 million expansion project be divided into two phases and financed with 20 -year revenue bonds. Phase I at a cost of $6 million would update the equipwnt and enlarge the capacity of the plant from 5.8 million gallons per day to 6.8 mgd. Based on an average growth rate of 2 211%, Mr. Requa projected that phase would be adequate until 1998. For an additional $2 million, Phase II would increase capacity to 8.4 mgd which would be sufficient until the year 2066.
