COLM A(M- "As you know, the recently enacted 1984 Technical Amendments
him to the Housing and C'amtnity Development Act of 1974 make it
possible for San Joaquin to qualify as an urban county under
the CaYmmity Development Block Gant Program.
Ibis qualification potential results from a new statutory
opporttmity for the City of Nodi to defer its metropolitan
city status for Federal Fiscal Year 1985, and to participate
in the CEW, Program as a part of the urban county. Without
Lodi's deferment, San Joaquin cannot achieve the necessary
200,000 participating population.
Please note that Lodi will not lose its entitlement status
should it defer its metropolitan city status and should San
Joaquin subsequently fail to qualify for sane reason. Thus,
the election to defer metropolitan city status would only
affect the form of Lodi's participation in the entitlement
program, not the City's right to entitlement funds.
Under current legislation, your deferment of metropolitan
city status would assure Lodi's participation in the urban
county through Federal Fiscal Year 1987. Unless the statute
is changed before Fiscal Year 1988, the City would resume its
metropolitan city status that fiscal year.
Because FY 85 entitlement grant amounts cannot be ccxrputed
nationwide until the number and carposition of all
entitlement jurisdictions have been established, it is
critical that the urban county qualification process be
completed in a timely manner. We have given San Joaquin
County until December 7, 1984, to submit its cooperation
agreements and other required material to this office.
We understand that the City and San Joaquin County have been
in communication regarding the urban county question for sane
time, and our �ztaff has also been in contact with both
parties. We anticipate the resolution of all issues prior to
Decenber 7, 1984."
City Manager Glaves apprised the Council that urban county
qualifications would entitle the County and the cities of
Lodi, Nbnteca, Tracy, Ripon, and Eocalon to jointly receive
an estimated $2.6 million in LIDG fund during each of the
next three years; however, in order to acccmmplish this
objective, it would he necessary for the Council to take
certain actions which were outlined.
City Manager Glaves then presented the following formula

STATEME OF COMMUNITY DEVELOPMENT GOALS
AND PROJECTED USE OF FUNDS
Statement of Community Development Goals
1. To promote the provision of adequate housing for all persons in the community.
2. To maintain the quality, diversity and orderly pattern of community development
consistent with economic, social and environmental needs.
3. To provide special types of housing and expand the economic opportunities for
groups with particular needs, including the elderly and the handicapped_
Community Development Block Grant Objectives
o The City of Lodi is firmly committed to the expenditure of CDBG funds on
activities which will benefit low and moderate income persons.
o There will be an attempt to minimize expenditures on administrative costs to
enable a greater amount to be spent on direct or area benefit to low and moderate
income persons.
o To insure a smooth entrance into the CDBG program, the first year appropriation
will be spent on activities that are consistent with the national objectives but
that do not require the addition of costly staff increases or overly complex
prograi., structures.
o . Residential rehab programs will be thoroughly researched prior to adoption to
insure cost effective program management and a higher direct benefit to program
management ratio.
o Economic Development activities will be pursued to the extent that there is a
clear benefit to low and moderate income families.
o The needs of Lodi's elderly will be considered in the use of CDBG funds.
o The needs of single heads of households with dependent children will be
considered in the use of CDBG funds
o The City of Lodi wili make an earnest effort to further fair housing in the
use of CDBG funds.
o Detailed records will 6e maintained on all projects funded by CDBG and will
mcke those records available for review by the local citizenry.
o Residential displacer^ent of persons as a result of CDBG funded projects
is not expected. In the unlikely event that it may occur, all necessary
steps will be taken to minimize the in:vact upon the affected residents.
RESOLUTION NO. 84-060
RESOLUTION ESTABLISHING GOALS AND OBJECTIVES
FOR THE CITY OF LODI COMMUNITY DEVELOPMENT
BLOCK GRANT PROGRAM
RESOLVED, that the City Council of the City of Lodi does hereby adopt the
goals and objectives for the City of Lodi Community Development Block Grant
Program as shown on Exhibit "A" attached hereto, and thereby made a part
hereof.

adopted by the City Council of the City of Lodi in an Adjourned
Regular Meeting of the Lodi City Council held May 2a, 1984 by
