W in C4 I I' R 0 P O S A L A proposal to the Lodi City Council by the Old Lodi union High School Site Foundation to construct the Fine Arts Facility at Hutchins Street Square. The Old Lodi Union High School Site "Foundation, since it's creation as a non-profit organization in 1979, is the body responsible to the City of Lodi to raise funds and guide the development of Hutchins Street Square as the community's cultural and recreational center. Our past history is a strong commitment to the future of Lodi with nearly a million dollars of private money raised through donations and fundraisers to purchase the ten acre block of property, master plan the project and develop the three acre park. Tonight we seek approval from you to move ahead with another important phase of this project. We are asking the City of Lodi to guarantee the construction contract. The estimated cost of this project is $450,000 and will include the rennovation of the former LUHS ;Susie Building as a Fine Arts Facility complete with a Children's Theatre, Art Gallery, working classrooms and a sculpture garden. We need to clarify information that was printed recently in the lo. -a1 newspaper that this request for a guaranteed contract should not be construed as a "gift or oan'. Hutchins Street Square is a City project. This is an excellent example of a public-private partnership. To date, there is a substantial commitment to the Fine Arts Facility. The Foundation has $130,000 in cash we are ready to apply as a downpayment. Volunteer committees are already hard at work for two of our major 1986 public fundraisers, "Field and Fair Day 7" and "A Night in the Girl's Gvm" of which we anticipate to raise over $80,000. Stockton Savings and Loan has generously committed $50,000 towards the development of the Children's Theatre and friends of Dr. and Mrs. Norman King have donated funds for the granite and the walkway to be built in memory of their son Kevin. page 2 Proposal ... It is anticipated construction would begin in the Vali of 1986 and completed and ready for occupatic.v in the Spring of 1387. 'ilio start up money for this contract will be our own cash reserves. The Foundation anticipates no City funds to be spent other than our supplied money in this calendar year. In addition, we are working with several major donors to provide funds towards this project. As monies are received, we will immediately forward them to be applied to the Fine Arts Facility. It is our intent to construct this facility in the same good faith effort that was made in 1979 for the purchase of tltc property. We think our credibility and past performance should be good enough to secure your support. On behalf of the other members of the Foundation Board and the thousands of volunteers who annurlly contribute their time and effort to the development of the Square, I would like to thank you for your support.
