MODESTO CITY COUNCIL . 0 RESOLUTION N0.81-351 A RESOLUTION OF THE.CITY'COUNCIL OF THE CITY OF MODESTO REGARDING STATE OF C ALMRNIA PRIORITIZATION OF MUNICIPAL. SERVICES WHEREAS, the Governor of California has submitted a proposed 1981-82 State Budget to the Legislature which would sharply reduce revenues to cities of this State and change the distribution of property taxes now supporting city governments in California; and WHEREAS, the Governor's Budget proposal maintains State programs through funding caseload and workload increases, price adjustments, merit salary increases nad partial cost of living increases, and provides new spending for prisons, pesti- cides., toxic materials, earthquake readiness, and conservation and economic invest - meats while reducing revenues to local governments which will necessitate major program cuts in basic city services; and WHEREAS, the Governoi's Budget proposal shifts $920 dsillion in propex7t7 tam avay frot cities and counties to fund State programs clearly in contravention of the philosophy that property tax should be used for property related purposes, such as police, fire and street maintenance; and WHEREAS, the Governor's Budget proposes to use $250 million shifted from city and county revenues to restore the monetary reserve of the State Goverumen t while cities are losing reserves and reducing basic services, such as police, fire, street maintenance. park maintenance and street lighting to meet revenue reductions; and WHEREAS, Proposition 13 has removed almost all revenue raising authority from .city councils and placed the financing of city government largely in the hands of the State of California. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Modesto does hereby oppose the Governor's proposed 1981-82 Budget as totally inadequate in addressing the service needs of this City, Stanislaus County, the School District serving the children of this City, and special districts providing services to residents of this City; and BE IT' EURTRER R$SOLVY:D thst�� th� itjt'e .-T,egislature take immediate steps to develop a 1981-82 State Budget`t4iat will provide the following: 1. Design the cuts in revenueb so as to leave Ill categories of agencies from the State Government to the•. s:aa?llest local distiiict with the same approximate un- restricted revenue grovth!-Itin 1981-82. 2. Eliminate the deflator mechanism of AB 8.(1979) which has proved totally un- vorkable and oppose any new government financing measure which contains a "deflator" mechanism permitting local funding to be withdrawn Without a vote of the Legislature.
