Holm, Assistant Finance Director DATE- May 17, 1982 SUBJECT- 1982-83 Appropriation Spending Limit Article XIIIB of the California State Constitution specifies that appropriations made by governmental entries may increase annually by the change in population and the change in the U. S. Consumer Price Index or California per capita personal income, whichever is less. The California Department of Finance is responsible for furnishing local jurisdictions the necessary data to establish appropriation limits. The State has given us the C.P.I. as 6.79 and Lodi's population increase as 3.85. The ratio of change is 1.0679(C.P.I.) x 1.0385(pipulation) - 1.1090(change factor). The change factor of 1.1090 applied to the 1981-82.appropriation limit of $9,468,9850 then sets Lodi's 1982-83 Appropriation Limit at $10,501,104. RHH attachment RAFT RESOLUTION NO. RESOLUTION ADOPTING AN APPROPRIATIONS SPENDING LIMIT FOR 1982-83 IN COMPLIANCE WITH PROPOSITION 4 ARTICALE XIIIB THE CONSTITUTION RESOLVES, that the City Council of the City of Lodi does hereby adopt the following Appropriation Spending Limit for 1982-83 in compliance with Proposition 4, now Articale XIIIB of the State Constitution. Total Appropriation for 1981-82 year as adopted by the City of Lodi $9.4688 S. Increased by Allowable Accumulated Growth and Consumer Price Index to 1982-83 of 10.90% Therefore the Spending Limit for 1982-83 $10,501,104.
