HomeMy WebLinkAboutAgenda Report - May 16, 1984•.m .a i i Y A W MEMORANDUM , City of Lodi, Community Development Department TO: MAYOR RANDY SNIDER, COUNCILMEMBERS OLSON, HINCHMAN, REID AND PINKERTON FROM: GAYE PAPAIS, ASSOCIATE PLANNER DATE: APRIL 20, 1984 SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM The Department of Housing and Urban Development (HUD) has recently confirmed that the City will receive an Entitlement Grant in the amount of $393,000 for fiscal year 1984. A public hearing to obtain citizen comment will be conducted Monday, April 23rd. The shirtsleeve session on April 24th will provide an opportunity to discuss the results of the public hearing and to review a preliminary list of projects. CBJBCTIVES ADOPM Following discussion, on motion of Council NbTber Pinkerton, Olson second, Council adopted Resolution No. RFS. ND. 84-060 adopting the Camrnmity Development Block Grant 84-060 Program Statement of Community Development Goals and Projected Use of Funds as hereinafter set forth. To promote the provision of adequate housing for all persons in the comnxmi ty. 2. To maintain the quality, diversity and orderly pattern of comnmity development consistent with economic, social and ern i rm7nen t a l needs. 3. To provide special types of housing and expand the economic opportunities for groups with particular needs, including the elderly and the handicapped. Comn.mity Development Block Grant Cbjectives 0 The City of Lodi is firmly corm t ted to the expenditure of Ci13G funds on activities which will benefit low and moderate income persons. ° There will be an attempt to minimize expenditures on administrative costs to enable a greater amount to be spent on direct or area benefit to low and moderate income persons. ° To insure a smooth entrance into the CWG program, the first year "ppropriation will be spent on activities that are consistent with the national objectives but that do not require the addition of costly staff increases or overly complex program structures. 0 Residential rehab programs will be thoroughly researched prior to ademption to insure cost effective program management and a higher direct benefit to program management ratio. 01 Benefits to low and moderate income families will be considered and pursued in all economic development activities. 0 The needs of Lodi 's elderly will be considered in the use of CL13G funds. 0 0 0 0 The needs of sinVIe heads of households with dependent children will be considered in the use of CMG funds. The City of Lodi will make an earnest effort to further fair housing in the use of CDBG funds. Detailed records will be maintained on all projects funded by CMG and will make those records available for review by the local citizenry. Residential displacement of persons as a result of CSG funded projects is not expected. In the unlikely event that it may occur, all necessary steps will be taken to minimize the impact upon the affected residents.
