RECOMMENDED ACTION: That the City Council approve the plans and specifications
or Curb b Gutter Replacement, 400 & 500 Block South Church Street and 700 f, 800
Stock North Pleasant Avenue, and authorize the City Clerk to advertise for bids
to be received Wednesday, May 30, 1984-.
BACKGROUND INFORMATION: "The reconstruction of curb and gutter was approved i:n
the 1933 - 1984 Capital Improvement Budget with an estimated expenditure of
$65,000. This is one project under this account.
In general, the work consists of removal and replacement of broken and settled
curb and gutter that does not drain properly. We are overlaying Pleasant Avenue
and slurry sealing South Church Street this summer. We pian co get the concrete
work completed before the paving is placed under a separate contract.
The engineer's contract esti.ma a is $19,625. The total cost of the project is
esti-mated at $21,800.

BACKGROUND INFORMATION: This project consists of installing -?proximately
,000 LF of 10" watermai'n south from Vine Street on Beckman Road to the Free-
way crossing at Delores Street. It will provide watermain looping in accord-
ance with the water system master place and improve fire flows on the east
side. A portion of the ma:n fronts the C -Basin and is regiA red as part of
the developme of he basin.

or Lockeford Street Cross Street - Nepl`us Ct.), tockeford Street (Pleasant
Avenue - Church Street)-, lockeford Street (Cherokee Lane - Hwy 99 overpass),
Ham Lane (Vine Street - Lodi Avenue) and Cochran Road (Lower Sacramento Road -
W.I.D. Canal). No widening or curb and gutter replacement will be dote with

SUBJECT: Plans and Specifications for Hetchins Street Square,
Basketball and Handball Courts
RECOMMENDED ACTION: That the City Council approve the plans and specifications
or ''HUTCHINS STREET SQUARE, BASKETBALL AND HANDBALL COURTS," and authorize
the City Clerk to advertise for bids to be received Wednesday, May 30, 1984.
BACXGROUND INFORMATION: The construction of an outdoor lighted play area
was approved in the 1983 Capital Impro-•ement Budget with an estimated ex--
penditure of $42,000. The Recreation Department has indicated they would
like to use this money for a play area at Hutchins Street Square. While the
cost estimate provided by the architect is above the funds allocated, the pro-
ject is being bid with an alternate that may lower the price. in any case,
we would like to advertise the project and re-evaluate the funding when the
bids are opened.
The work consists of construction of two handball courts and two basketball
courts immediately east of the old shop building at Hutchins Street Square.
The contract estimate is $58,000. The total cost of the project is estimated
at $63,000.

SUBJECT: Proposed Basketball and Handball Courts at
Hutchins Street Square

You will note as per Mr. Ronsko's Council Communique that the
estimate on this project is considerably highei than the original
allocation of monies. Part of the reason for this is the addition
of a drainage system, which will eventually tie into the balance
of the property as it is developed. This was something that was
not anticipated at the original location for these courts at the
softball complex.
Regardless, it is my feeling that this estimate is high and it is
also my feeling that we can cut some of the costs as per the
attached letter from Morris and Wenell.
In my discussion with them I wanted the opportunity to reduce the
size of the basketball courts, which are optimum size, to a
minimum size, which would cut off some 4,00-0 feet from the size.
Also, we have an alternate to get a bid on A.C., which would be
less expensive than concrete. Generally, as explained in the
letter, we want the opportunity to bring these costs down to where
I think the proposal is feasible.
My first reaction was to take this off the agenda and start over,
making some adjustments, but Mr. Morris tells we that with the
addendum as an alternate, we can accomplish the same thing and he
wanted to go to bid at the present time. He also feels that his
figures might be somewhat high, and in talking with some of the
concrete people in the community, I think they might be.
Regardless, we would like a shot at it with the addendum as
indicated, and I think we can bring the costs into focus so that
it is palatable.

SUBJECT': BASKETBALL/HANDBALL COURTS
HUTCHINS STREET SQUARE
Dear Ed:
Pursuant to our telephone conversation this date, please be
advised that we will isssue an addendum to the above project to
provide a means to reduce the cost if the bin comes in too high.
The addendum will have an alternate detail for the construction
of the handball walls. The alternate detail will use concrete
block. We will request a unit price for deducting concrete
flatwork, whereby we can reduce the size of the basketball court
to gain a few dollars if necessary.
If this is accepuable, please give me a call and I will prepare
the required documents.
